Summary:	本研究透過資料蒐集，將屏東地區海洋觀光遊憩相關資料彙整之後整理出三大議題，並透過William Dunn 的政策論證模式，將屏東地區海洋觀光遊憩產業現行之相關問題予以系統化的呈現，並研擬出相關政策之建議。透過文獻的分析與整理，本研究認為屏東地區海洋觀光遊憩至少有下面三大面向的問題，分別是：一、法規政策的多頭馬車；二、服務水準未能達到顧客預期；與三、觀光發展與文化產業未能配合。法規政策的多頭馬車：由於海洋與海岸是很特別的地區，目前沒有一個專門且單一的政府組織可以全權負責管理，處處呈現「雜亂漸增」的現象，形成我國海岸地區的管理難題。本研究透過政策論證架構的推導，結論應建立統一權責機關，並由海巡署擔任統籌機關作為解決的方案，由於海巡署專門處理海洋事務之執法、執行單位，由海巡署作為統整機關的效益最大，阻力也最小。服務水準未能達到顧客預期部份：各相關服務品質探討的文獻中可以發現，屏東地區各活動的服務水準仍需改善，尚有進步空間，進而造成滿意度不足而影響消費意願。本研究建議結合產、官、學界，建立服務的品質管理標準，有效引領民間企業在服務品質管理的領域上座突破性的前進。觀光發展與文化產業未能配合：文化因素可視為行銷管理上差異化的一個終極手段，而屏東地區的海洋觀光遊憩並未能有效利用該地文化特性，致使所設計之活動與其他觀光活動差異不大，喪失獨特性與競爭優勢。本研究則建議透過體驗與行銷方式結合文化創造觀光活動的獨特性與增加與其他活動之間的區隔。 This research drew current circumstances of Marine Tourism and Recreation inPing-Tung through data collection and recognized three major issues, with applyingWilliam Dunn`s policy argument model and systemic approach, then tried to findout the possible solution of these issues.Three major issues for marine tourism and recreation in Ping-Tung Region arefound:1. The governance mechanism was shown the phenomenon of poly-authorities;2. The service does not meet the tourists` expectation; and3. Both culture industry and the tourism industry were unable to be integrated.Regarding to the issues of service, we suggest that Coast Patrol Administrationshould become the major administration for the ocean issue to solve thephenomenon of poly-authorities.As regards the issues of service, we suggest that the government shouldcollaborate with the industry and the academy to set a standard of service qualityfor the service provider to follow.In regard to the issues of culture, we suggest that the government shouldcombine culture and tourism together through experience marketing and productplacement to make itself different from other.
