    摘要註: 本論文係以胡志明市台灣學校為研究個案,透過「胡志明市台灣學校人力資源管理問卷」與「胡志明市台灣學校組織效能問卷」,兩份問卷為研究的工具,擬了解海外台校人力資源管理與組織效能的現況,試圖尋求提升人力資源管理績效的可行作法;並根據研究成果加以分析,提出結論與建議,可望改善個案學校的經營與管理。問卷共發出56份,回收56份,回收率100%,有效回收率96.43%。資料以平均數及標準差、卡方檢定、等統計方法進行分析,研究發現如下:一、學校人力資源管理的理論與學校組織效能的詮釋,在教育組織上有其必要性與適用性,值得學校重視。二、在學校人力資源管理方面,以人員招募與聘任的表現較佳;人才激勵,績效考核的努力空間最大。就學校組織效能現況方面,以追求創新、關心學校發展表現較為理想;工作效率、活動規劃整合等則有待努力。三、人力資源管理與學校效能間,由問卷之同意程度的分布裡可以看出大部分圈選都偏在「勉強同意」、「大部分不同意」居多,很多老師對學校的看法是不滿的,對學校的向心力是不夠的,其中以在本校服務年資的深淺對人力資源管理與學校效能部分題項之認知具有顯著差異。本研究建議:學校宜建立符合本身特色的人力資源管理系統,以提升學校效能,讓學生獲得更好的教育品質;加強行政團隊、教職員工之間橫向、縱向的溝通協調,提升凝聚力;又在學生的表現上認為尚可,若能加強對學生心理上、生活上與課業上的輔導,學生肯努力學習,有好的表現,才是辦學最主要的目的。 The purpose of this study is to examine the relationship between human resources management and effectiveness of Taipei School in HoChihMinh City in Vietnam. Through the questionnaire surveys method investigating, tries to find out the way to improve the human resources management and school effectiveness. Then, according to the study offered some suggestions to school leader and administrators. There are 56 participants, including teachers and administrative staff. Returned is 56, reaching 100%. The useful questionnaires are 54, accounting for 96.43% of the total.. Data was analyzed by using the method of descriptive and inferential statistics, including mean, standard deviation, and Chi-square test.The major findings of this study are as follows:. First, Human resources management and school effectiveness theory is applicable to Taipei School in HoChihMinh City in Vietnam. Those are desired to be paid attention. Second, In the practices of human resources management, did the best in recruiting and hiring. However, they should put more efforts into teachers and staff performance measurement and manpower motivation. In the effectiveness of the schools, creating innovations and care for school development gained the highest score among the scales, while the scores on improving efficiency and activation planning are the lowest. Third, Human resources management is positively significant correlated with school effectiveness. Where of the teacher background, the more teaching years in Taipei school, the more teachers and staff chose less agreement or disagreement among the scales. To sum up, for Taipei School in HoChihMinh City, it is necessary to establish appropriate human resources management systems, and needs good communication with each other, improving student behavior and learning are also important.
