    摘要註: 1992年7月1日『文化藝術獎助條例』制定公佈後,公有建築物及重大公共工程主辦機關皆應依法設置公共藝術。自早期的工程執行機關對法令的不瞭解或採取應付態度,於工程完成後再指定一區域範圍放置公共藝術作品以求符合法令要求的後置式方法,漸漸演變成的從公部門、策展人、創作者等進而思考與環境融合、作品的機能性、工程設計時的參與、工程施作中結合……的結合型公共藝術。公共藝術在國內的發展仍屬於起步階段,且多屬後置式設置,對於與公共工程結合而言,目前仍僅止於公共藝術本身之機能性設置或部分結合設置,缺乏具體的操作案例及應用準則等基礎研究參考,致造成公共藝術設置之觀念在執行機關仍有相當程度的落差,公部門承辦單位及承辦人員對於公共藝術設置之認知仍多處於「建築物之裝飾品」之觀念,缺乏藝術與工程結合的全盤考量。本研究係以實際承辦採取公共藝術與工程結合的方式-前置式公共藝術的臺鐵新左營站探討,並與同屬軌道系統的臺北捷運、高雄捷運及臺灣高鐵的公共藝術設置相關問題進行研析對照、彙整分析。再透過具體操作案例,反應公共藝術與工程結合設置情形及在法源規定、行政程序、設置過程等,實際產生之差異與原因,並加以歸納分析,以作為目前台灣缺少實際案例之操作參考。研析結果顯示,前置式公共藝術確實可避免浪費公帑及許多二次施工問題,且針對大眾運輸系統的場域和空間特性,採用公共藝術與工程結合的方式,確實能夠比後置式的公共藝術更具改善空間的效益。關鍵字:公共藝術、工程結合、後置式、前置式、二次施工、臺鐵新左營站 After Cultural Art Reward Regulation was established in July 1st, 1992, sponsored institution of public architecture and important public construction should set up public art according to the law. Due to the executive institution’s unfamiliarity with the law or its irresponsible attitude of early construction, public art has always been set up after the construction is completed in a certain area in order to fit the law which is also called after-construction style. Gradually, this has changed into a situation which every governmental unit, exhibition planners, designers begin to think about a combined public art that includes whether it can fit in the environment, its functions, participation of construction design, and combination of construction. The development of public art in Taiwan is still in the beginning step and most of it belongs to the after-construction style. As to the combination of public construction, it only has functional set up or partial combination set up itself which still lacks of specific operating cases and applied standards as basic study reference. Thus, the executive institution still has certain degrees of drop on the idea of setting up a public art. Governmental unit handled organization and its handler has still considered public art as an architectural ornament and lacks the overall thought of combined art and construction. This study has made a research on Taiwan Railway New Zuoying Station which is based on undertaking a real case of public art and combination of construction, namely Pre-organized public art style. Meanwhile, discussing, contrasting, integrating and analyzing the related problems of setting up public art of Taipei MRT, Kaohsiung MRT and Taiwan High Speed Railway which are all belonged to the rail system.
