摘要註:	民國85年以降，內政部為改善建築物公共安全意外層出不窮的問題，特此頒佈「建築物公共安全檢查簽證及申報辦法」，強制要求公寓大廈必須比照辦理相關檢查措施，以期降低國內建築物公共安全意外事件發生的頻率。然而，現今要求檢查項目僅涵蓋「防火避難設施類」與「設備安全類」，早已不符合時代演變的需求。此外，根據本研究執行專家問卷結果顯示，專家對於建築物裝修系統之外牆附置物與外牆磁磚，建議依據建築物屋齡訂定相關強制健康診斷之法令來嚴格控管建築物外牆之品質。因此，基於建築物外牆磁磚、外牆附置物缺乏相關法令控管，以及文獻探訪專家建議的前提下，本研究最主要目的在於，建立一套建築物外牆之完整目視評估模式，透過實證對象，操作本研究設計之診斷評估方法、劣化等級與修繕原則，判斷損壞程度與提出建議整修內容，進而改正建築物外牆因年久失修、劣化而產生的危險。本研究期望能透過建築物外牆危險因子的調查與分析，提出解決的對策與方法，並建立一目視評估基準與評估方法，有效降低建築物外牆磁磚、外牆附屬物可能造成的公共安全意外事件。研究結果顯示，本研究將橋樑D.E.R＆U目視檢測評估方法，轉化為建築物外牆D.E.R＆U目視診斷評估方法，為可行之方式。本研究並透過所設計之建築物背景資料表、建築物外牆公共安全D.E.R＆U目視檢核表、建築物外牆劣化準則等，實際操作實體案例驗證，以強化本研究所提出診斷方法之社會應用。同時，本研究亦透過AHP專家問卷，求得建築物外牆各檢測因子權重，進而以量化方式評估建築物外牆狀況指標及優選指標。最後，本研究透過建築物強制健康診斷專家問卷，對現行「建築物公共安全檢查簽證及申報辦法」提出健診項目、健診時間、健診頻率、健診經費來源與健診團隊等配套措施之修改建議。本研究期望，透過「建築物公共安全檢查簽證及申報辦法」的修改，能強化民眾居家安全，以臻優良而舒適的居住環境。 Since 1996, Ministry of the Interior has procalimed a law of public safety checking visa of building and applying means in order to improve the problems which are brought by public safety of buildings. The apartments and mansions are enforced to follow this rule and its checking measures in order to decrease the frequency of public safety accidents of building happen in Taiwan. However, the current checking tiems have only included the categories of fire prevention and refuge taking equipments and equipment safety which are already not sutible for use today. Besides, according to the results that have been shown from the professioanl questionnaire in this study, professionals have suggested a building repaired system on attachments and tiles of the exterior walls . They suggest that the enforced healthy diagnostic law should be established according to the age of buildings in order to control and manage the quality of exterior walls of buildings strictly. Due to the lack of relevant laws for controlling and managing attachments and tiles of exterior walls of buildings, and on the premise of documental research and professionals’ suggestions, the goal of this study is to set up an estimation module that can be ranged by naked eyes on completion of exterior walls of buildings.
