摘要註:	本研究目的在了解政府近年在旗津觀光發展供給導向之策略與其推動之成效，採深度訪談之方式，訪談產、官、學及居民四類共計訪談十二人。本研究待答問題為：（一）政府近年在旗津觀光發展供給導向策略之推動成效如何？及（二）旗津觀光發展供給導向策略該如何推動？本研究依據觀光策略規劃發展之六大要件：內容、交通運輸、住宿設施、接待服務、餐飲與紀念品、行銷與議題行銷進行資料分析。研究結果包括四項論點：（一）從中央到地方之政策缺乏連貫性導致旗津觀光發展的定位僅流於口號，且策略搖擺不定；（二）旗津之觀光供給導向策略停留在以硬體建設的觀光思維，缺乏在地的自然文化特色內涵及獨創性，使得旗津之觀光發展流於一直模仿他人而失去自我；（三）投入龐大資金推動觀光並未能真正得增進旗津之觀光成長與居民所得及榮耀感；（四）產、官、學與居民各方觀點的缺乏溝通協調，導致政策之規劃與執行未獲認同。本研究並提出相關建議事項與後續研究方向，以供政府部門未來對旗津觀光發展在規劃與推動方向之參考。 The purpose of this study was to realize supplied-side strategies and its efficiency on current tourism development of Cijin, Kaohsiung. In-deep interview was used to interview 12 persons. The 12 subjects included three administrators, three specialists, three travel agents, and three Cijin’s inhabitants. The guiding questions were: (a) what were the efficiency of supplied-side strategies on current tourism development of Cijin? and (b) How to promote the supplied-side strategies on current tourism development of Cijin? Data analysis were based on six tourism development strategies principles, which were contextual and contents, transportation, accommodation, hospitality, beverage and souvenirs, as well as marketing and mega issue. The findings revealed four working hypotheses, which were: (a) The inconsistent policies limited the efficiency of Cijin’s tourism development and sway the strategies. (b) The thought of tourism development limiting in the construction of buildings makes the Cijin’s tourism development only imitate others and lack of her own local natural cultural specialization and creation. (c) The government spent much expenses on developing Cijin’s tourism did not really improve her tourism and the income and honor of Cijin’s inhabitants. And (d) The opinions among administrators, specialists, travel agents, and Cijin’s inhabitants were lacking of coordination cause they against the planning and execution. Suggestions and future research were provided for the government to plan and implement the supplied-side strategies for future Cijin’s tourism development.
