摘要註:	隨著全球經濟體系結構性的變動，在區域競爭下所導致的區域發展不均衡現象，顯見於全球經驗之中，創新被認為是區域競爭優勢的來源。關於區域-創新-競爭力的相關研究，其以產業群聚的概念出發，而至晚近學習型區域概念的提出，在針對區域發展不均衡所導致的弱發展區域的對抗行動上，成為各種行動的論述基礎。再者，在全球發展創新經濟的趨勢與經驗下，已由不同的模式累積出共同的經驗取向與核心要素。據此，本研究綜理區域創新經濟的相關論述，並結合全球經驗的共同要素，建構一套發展區域創新經濟的取向模式，並據此模式檢證一個處於弱發展區域經驗中的高雄學園智慧型產業園區計畫，探討其欲作為大高雄地區發展創新經濟的載體，在現階段的區域條件中所呈顯的困境面向。本研究透過發現困境的同時，在學習型區域的概念中：創造人力資本的學習機制培育區域社會資本，對照以探討案例的共同經驗模式，亦擷取出發展區域創新經濟應具備的思維取向，可作為高雄學園先進智慧型產業園區現階段發展的參考方向。 Along with the change of the global economy system structure, the phenomenon of regional developing out-of-balance caused by regional competition, is obviously during global experience. Innovation was considered the source of regional competitive advantage. The relation study between regional-innovation-competition started from the concept of industrial cluster, lately brought up the concept of learning region, being a basic theory of opposing less-favoured regions caused by regional developing out-of-balance. And then, during the trend and experience of innovation economy developing worldwide, had accumulated the same approach and essential factor, from different model of experience.According to the statement above, this study synthesize the relating theory of regional innovation economy, and combine the essential factors from experience of cases worldwide, constructing the approach model of developing innovation economy. As this approach model to examine a case named ‘’Kaohsiung advanced intelligent science park’’, which located in a less-favoured region. Through examining to explore if ‘’Kaohsiung advanced intelligent science park’’ trying to be a paragon of developing innovation economy in Kaohsiung area, what difficulty must be explored based on the conditions of site?The core context of ‘’Learning Region’’: social capital created from human capital through mechanism, is also an approach to discover the difficulty in ‘’Kaohsiung advanced intelligent science park’’. As the statement to contrast the same using model from cases in study, both having the same essential approach and factors, which can be the developing aspects to ‘’Kaohsiung advanced intelligent science park’’.
