Notable outcomes include: participation by more residents over a longer time period than anticipated, facilitation of activist leadership among the resident planners, greater critical awareness of neighborhood health issues, name recognition and improved responsiveness from service-delivery agencies, identification of the area for inter-agency collaboration, a blueprint for future action, and the use of the methodology in other settings in the city. Disappointments include: resident planners greater interest in safety/security in relation to health, lack of effect on institutional funding policies, lack of involvement of the broader community, the ineffectiveness of health as a generative theme for recruiting participants, and the recognition that grass-roots groups may not, on their own, be able to accomplish structural changes. Nonetheless, the dramatic results of workshop participation leading to neighborhood activism lends support to the constellation of practice design principles adopted for the study. Flexibility, while adhering to these principles, was found to be a key factor in the success of this community organizing effort.

1,000. Before the study, the neighborhood lacked a name, as well as formal and informal social structures. Isolation, fear of crime, and frustration with service delivery were prevalent. A study design created a partnership among community practitioners, researchers, and 26 volunteer resident planners focused on improving the health of a medically underserved neighborhood. It evolved from a pre/post-test modified experimental design into an integrated system of intervention, measurement, and analysis incorporating a specific set of principles, namely neighborhood scale, resources, practice and planning strategies, and approaches to empowerment and motivation. The study's unique features were: (1) health as a generative theme; (2) participatory action research as a means to learn by doing; (3) utilization of an integrated measurement scheme that combined intervention and assessment; and (4) involvement of participants in advocacy, service development, and activism.

This study investigated the benefits that accrue to individuals and the community from a participatory neighborhood based health planning process, and from the expenditure of public and private resources to support such participation. It integrated objectives related to community organizing and research within the context of health planning workshops.
