Community Development Corporations (CDCs) emerged over thirty years ago to improve the physical, economic and social conditions in urban areas. Since inception, CDCs have been dependent on outside resources for support, particularly from the federal government. However, in light of government retrenchment, many CDCs demand a greater amount of resources from community foundations. The main question this research raises is, “How do community foundations facilitate capacity building and empowerment through their assistance to CDCs?”.

Community foundations in Cleveland, Ohio, New Orleans, Louisiana, and Miami-Dade County, Florida were selected for case study. All three cities maintain distinctive neighborhoods with CDCs. Also, each city's community foundation provided key support to CDCs.

The research findings from these three cases cannot be generalized to all community foundations participating in local community development, although some similarities and differences exist among the sites. The three community foundations in this study played major roles in establishing local community development collaboratives and galvanizing support for building some CDC capacity. However, tension exists between community foundation goals of working with CDCs to empower individuals and communities and the physical improvement of neighborhoods. Additionally, federal oversight lacks sufficient standards or monitoring requirements to ensure the accountability of community foundations via representation, responsiveness and accessibility to CDCs.

These findings suggest that the confluence of values in collaboratives may produce results that serve the interests of the private sector more than the philanthropic intentions held by community foundations. Policymakers should be cognizant that collaboratives assist primarily the most successful CDCs engaged in real-estate development. Only government support sustains a broad range of CDCs. The ability of community foundation staffs to better satisfy CDC desires may depend on their leadership in fostering greater interaction between themselves, their governing boards and CDC representatives. In turn, policymakers should be keenly aware of the potential of community foundations to facilitate a community building approach to community development that also involves regional cooperation.
