Finally, I conclude that relative to the design phase, interference from local government in Atlanta and Chicago decreased zone stakeholder participation in the early implementation phase. No individual theory from the literature on power, social movements, or democratic participation was completely applicable to the participation findings in the zones.

Based on interviews of community members, local and federal government officials, and representatives of community organizations.
