Popov, Lubomir Savov.
Programming of large and complex facilities :
Patterns of selected practices in the United States. [electronic resource] - 350 p.
Major Professor: Uriel Cohen.
Thesis (Ph.D.)--The University of Wisconsin - Milwaukee, 1998.
The dissertation contributes to the development of the knowledge base about current programming methods; retrieves and disseminates the “practice wisdom” of practitioners; and proposes a new conceptualization of the nature and scope of programming. The study can be used by a number of participants in the facility development process: i.e., entry-level programmers to expand their methodological arsenal; experienced programmers to benchmark their methods against the samples presented here; and clients to better evaluate the methodologies of the program providers, both at the Request For Proposal and in the course of the programming process.

The dissertation presents an overview of several advanced programming practices in the field of large and complex institutional facilities, formatted as one composite model of the programming process. The model is much more detailed, explicit and conceptually articulated than the process descriptions in the most recent publications. The findings highlight the nature and the scope of programming decision making. The study identifies a trend of expanding programming activities over a wide range of facility development domains, starting with strategic decision making and proceeding with organizational design, operations improvement, translation of organizational needs in spatial terms, and often including predesign schematics. A major point made by the study is that programming should be viewed as sociospatial planning. The analysis also reveals the major contextual forces that shape advanced programming methodologies.

This dissertation addresses the information deficit about advanced methodologies in current facility programming practices for large and complex institutions in the U.S.A. The goal of the study is to create a better understanding of the programming procedures. The objectives are to: reconstruct the decision-making behavior of advanced programmers; construct a composite model of the facility programming process; unveil the forces that shape the programming methodologies; and define the nature of programming.

This exploratory study followed a naturalistic research philosophy and a Grounded Theory approach. The inquiry was organized in a case study mode. The sample was judgmental, designed to select best practices and to provide as much detailed information as possible. The sample included 18 firms. The primary research method was a guided interview.
