India's telecommunications sector is undergoing rapid change as part of the economic liberalization of the economy. The transition from a public sector dominated monopolistic market structure to a regulated market with emerging competition from private sector participation raises important issues. One of them is the obligation to provide universal service and how to efficiently achieve that objective. Cross-subsidies are commonly used around the world to fulfill the universal service obligations. The question being investigated here, in the context of the present state of the telecommunications sector in India, is whether cross-subsidies are an effective and efficient strategy for increasing overall telecommunications subscribership. The results of the investigation suggests that cross-subsidies may be potentially harmful to the stated goal of increasing subscribership.
