Accounts of municipal politics often see cities as helpless to control their economic and political destinies. This thesis contests the notion that cities are powerless by employing a collective action framework. Although it is true that cities must face unique constraints, they can be more or less successful at succeeding under these constraints, depending on how effectively their institutions prepare them to provide collective goods. I use data on intergovernmental grants from states to cities to show that municipalities with particular institutional features, such as elected mayors and larger city councils, are better able to solve local collective action problems and to provide the key collective good of state aid than other cities. Finally, I extend the collective action logic to multiple cities in a historical analysis of the formation of state municipal leagues.
