In the U.S. Congress, for a change in policy to occur, the legislative coalition that opposed this policy must be broken, and a new coalition supporting the policy must be created. There are two ways in a representative democracy to create this new coalition: member replacement and member conversion. Replacement occurs when current members of Congress leave office, and the newly elected legislators hold different positions on this policy than their predecessors. Without electoral turnover, however, any policy change must be the result of conversion, in which current members change their position on the issue.

Previous literature concerning conversion and replacement suffers from an inability to distinguish the effects of conversion and replacement from differences that might arise between sessions, such as new issues or changes in the status quo. Moreover, these studies typically ignore the impact of multiple institutions in the United States---the analyses often focuses on a single chamber, but policy success involves the interaction of the Senate, House, and the President. In order to overcome these deficiencies, this dissertation proposes a set of restrictions on ideal points that ensure comparability over time and across all branches of government, while defining policy-making across branches in terms of the necessary conditions for passage specified in Keith Krehbiel's pivotal politics model. As a result, I am able to separate the effects of replacement and conversion, and develop a statistical test to determine whether policy change is primarily caused by replacement, conversion, or some combination of the two processes.
