Data demonstrate a deep cultural mismatch exists between ranchers and PRNS. Gaps in understanding can be traced to elements of institutional design and to differences in the values and experiences of ranchers and PRNS staff. The institutional values and priorities of the NPS, such as a value on wilderness aesthetics, can conflict with ecological goals, thus the transformation of private land into a national park with the same productive uses does not necessarily improve ecological outcomes.

520 # $a Interview data and public records reveal that land tenure shapes public perceptions of appropriate land use and the type of cooperation among stakeholders. On private land, diverse stakeholders actively support ranching to preserve open space and prevent development. On PRNS where open space is guaranteed, ranching is merely tolerated by the general public. Political and productive strategies of ranchers on private land and PRNS also have diverged. On private land ranchers interact with a wide array of agencies and take advantage of niche markets and tourism; on PRNS ranchers interact primarily with the National Park Service (NPS) and employ variations on conventional agriculture.
520 # $a My research examines the outcomes of two natural experiments at the Point Reyes National Seashore (PRNS) in Marin County, California, 40 years after their initiation. After the creation of PRNS, some ranchers continue working on their private holdings while others work on land they now lease back from the federal government. I investigate how these diverging land tenure arrangements result in social and ecological changes. The second natural experiment examines the relationship between PRNS staff and ranchers who operate on park land. I examine the effects of institutional structures on this relationship between park managers and productive inholders with the goal of identifying sources of misunderstanding and finding solutions.
520 # $a PRNS has an exciting opportunity to forge a new conservation model that integrates productive uses with the preservation of biodiversity and ecosystem health. Ranchers on PRNS have a parallel opportunity to publicly demonstrate that grazing regimes can be adapted to achieve conservation goals. These opportunities could have global significance as one model for the management of parks with people residing within them.
