This dissertation explains why the Liberal Democratic Party of Japan has managed to maintain control of the government for over a half century. The key to understanding the longevity of the LDP's tenure lies in the elaborate system of pork barrel politics. In the past four decades, no industrial democracies ever outspent the Japanese government in construction spending. Given the longevity of the LDP's rule, the party was able to modify its redistributive policy so that it could best serve its reselection needs. In addition, the LDP government exploited the endogenous election timing and avoided calling elections in the face of political crises. The government spent intensively before the elections when the electoral climate impelled the party to do so. The LDP incumbents brought home more subsidies in districts where a larger number of legislators represented a small voter population. Since economic growth and industrial transformation eroded its partisan support base, it was in the party's best interest to preserve its support base by actively deterring development of these regions. Since investment in local public goods does not boost the incumbent's reelection odds, the party spent intensively in low productivity sectors in its core partisan support base. The end result is highly inefficient spending that led to a large government debt.
