I present a model of the diffusion of the industrial revolution. The model generates a stage with no growth and one with growth as parts of one common process. A country's human capital determines what stage it is in. Low human capital countries are in the no growth stage and high human capital are in the growth stage. A knowledge spillover from the most advance economy in the world pulls countries with low human capital into a path with human capital accumulation and growth. Numerical simulations of the model show that it can generate both long delays (over 140 years) in industrialization and rapid growth rates (over 6% per year for three decades) when it happens.
