摘要註:	社區生態旅遊是期待透過旅遊活動，賦權給居民資源保育的觀念，並藉此為當地人民設想，帶來活化鄉村機會之思維。台灣加入世界貿易組織（WTO）後，對國內傳統產業造成重大影響，同樣在七股這個靠海維生的漁村也不例外，於是轉型發展將成為一種趨勢，特別是當地具有豐富的生態資源，更是發展生態旅遊之優勢。旅遊產業的永續經營，規劃者與經營者需考慮到整體旅遊系統之平衡，亦即在旅遊發展過程中，旅遊資源、旅遊地居民及經營者之間能否達到一個良好的平衡，不互相破壞並均霑雨露。地方領袖、居民、業者、非政府組織對旅遊產業的態度則是生態旅遊發展的關鍵因素，本研究以七股為例，回顧兼顧生態環境保育和社區發展的社區生態旅遊(community-based ecotourism)，並以此為基礎，依居民角色不同而探討各利害關係人對於當地旅遊發展是否具社區生態旅遊之意識，並進一步探討其發展態度，是否符合社區生態旅遊之理念。透過此一研究，強化並落實正確的生態旅遊活動和觀念，使旅遊產業能在社區發展與自然保育間取得平衡。 Community-based ecotourism is strongly expected to empower people the concept of the resource conservation and to activate the thinking of local people through tourism activities. Taiwan's initiation into the World Trade Organization (WTO) has a significant impact on traditional industries domestically, just like the people living in Cigu have to change their original life styles to survive. For the sustainability of tourism industry, planners and operators need to take the overall balance of the tourism system into account. That is to say, tourism resources, tourism, and both residents and operators can achieve a good balance and benefit from the process of tourism development. The attitude of local leaders, residents, businesses, and even non-government organizations is a key factor to the success of tourism development. This study therefore, reviewed the idea of community-based ecotourism that considered ecologically the environmental conservation and community development. We then discussed whether various stakeholders of tourism development in the local community have equipped whith the sense of ecotourism. Further, this study explored if the stakeholders’ attitudes meet the original idea of community-based ecotourism. Finally, it is expected to strengthen and to figure out what the right concept of ecotourism activities is, and to seek a balance between the nature conservation and the community development.
