    摘要註: 免檢制度的建立是為了避免不必要的檢驗成本浪費,使供應商達到『適質、適時、適量的物料供應』目標。因此必須把傳統『進料檢驗』的方式,轉化成『供應商管理策略』,使企業能將有限的檢驗人力專注於『少數且關鍵』之品質特性上,此外,因免檢制度的推動,企業可有更多的資源(如人力、時間、金錢等等)運用於產品設計、製程設計及製程管制活動促使整體產品之品質提昇,進而達到持續改善的目的。MIL-STD-1916係一套預防性抽樣計畫,其目的在鼓勵供應者建立並維持不斷改進的品質管理系統以及執行有效的製程管制程序,以達成不生產不合格品並簡化抽樣檢驗作業,雖然MIL-STD-1916之檢驗型式可在正常、加嚴或減量之間的轉換,但對於免檢並未多加著墨。本研究以MIL-STD-1916計數值抽樣計畫為基礎,建立一套兼具品質成本概念的免檢制度與供應商品質績效評選模式,並且以汽車業之物料供應為例,模擬本模式之程序運作。 免檢決策模式,使企業在執行免檢決策時能夠兼具成本考量而品質績效衡量指標,使企業不論在進入免檢前或進入免檢後皆能有效的掌握物料的品質資訊並將物料檢驗程序,轉化成品質資訊的監控,使企業的資源能夠更有效率的利用。 經由實例分析後,整車廠之儀表板原本須檢驗三種品質特性,經採用本研究所提出之模式後,整車廠僅需對儀表板之功能性品質特性做持續檢驗,而儀表板破損、亀列及單位面積內出現3道細微刮痕以上等兩種品質特性,經由MIL-STD-1916抽樣計畫及免檢決策模式判定後,可歸類為免檢品項,因此,整車廠僅須對其物料品質資訊做持續監控,如此,可以使整車廠將有限的檢驗人力專注於有重大品質顧慮的品質特性上,並達到持續改善提昇產品品質,滿足顧客需求,使供應商、製造商與顧客三者各蒙其利,創造三贏的局面。 MIL-STD-1916 is a preventive sampling plan which goal is to motivate suppliers to establish, maintain, and improve their quality control system. And then, suppliers implement process control more effectively to achieve no defects and simplify the process of inspection. MIL-STD-1916 can be transformed among normal, tightly, and reduce, however, there are few exemption-form-inspection studies. This study is based on MIL-STD-1916 attributes sampling plan to establish a model of no inspection and Index of quality performance. And take material supplementation of automobile industry as the example to simulate our model.No inspection decision model makes firms to consider cost while they implement no inspection decision. Index of quality performance makes firms effectively control quality information of materials neither before nor after no inspection. And it transforms s material inspection process to quality information control that finally makes firms use their resource more effective.Before our analysis, firms must inspect three types of quality characteristic for dashboard. After adopting our model, firms merely need to continuously inspect functional characteristic of dashboard. By considering both MIL-STD-1916 sampling plan and no inspection decision model, the quality characteristics of dashboard fissures and over three slight scratches in the measured area are determined as no inspection items. Therefore, firms only monitor the information of material quality on this two quality characteristics. Finally, firms can focus on the key functional characteristic of dashboard to promote product quality and satisfy customers’ need to achieve win-win situation.
