摘要註:	隨著時代的變遷與社會結構的演變，因時間與政策衝擊下的產物『舊市街區』，曾為都市極為風華的經濟重鎮與都市核心地位。從圓心到邊陲所歷經的過程，造成舊市街區日漸斑駁的環境，透露一種強烈時代感的歷史、文化涵構而成的氣息，亦是舊市街區環境中所呈現的獨特性與環境價值所在。然而，舊市街區是藉由社區聚落與地方文化的構築與積累，進而支撐其特性與價值，放任隨之衰竭與沒落而不加以改善、管理，將使其環境原堆砌而成的歷史意涵、地方文化等消失殆盡。地方文化與歷史是值得我們探討而學習的，環境不僅止於機能性的使用，更可被賦予環境教育的特性。本研究目的在於藉由地方發展與環境特性的檢視，尋找對策與方針，進而縫合、修補社區的發展並延續地方的文化特色，透過完善的循環運作系統，達成地方文化與建設更新的平衡共存之面向。再者降低『舊保存』與『新開發』間之強大衝突與爭議性。街區的再造本研究認為應涵蓋地區環境本質特性、街區空間型態與地方文化等多層面結合考量。而研究中發現舊市街區沿街空間發展的型態，嚴重缺乏與社區共同經營的概念及跟地方社群性活動間之串聯、機能性。除此之外，社區間之社群性活動薄弱的情形日漸嚴重，同時社區共識匱乏，因而無完善的社區組織與健全的觀念，導致社區的發展窒礙難行。最後，針對舊市街區中現存的問題面向，擬定相關的對策並建立其適合該社區之經營管理運作機制。經過以上的研究與探討，本研究提出以下結論：壹、為鼓勵舊市街區中利害關係人、社區居民的參與地方組織與社區議題的討論，須藉由公部門提供或製造相關誘因及整合各部門單位，同步為舊市街區復甦、再造的推動落實，加強健全的觀念建立並協調各單位的需求。貳、滛提供充足的專業知識、技術的協助並共同參與社區經營，需藉由地方文史團體及相關專業領域學者給予地方實質的協助與輔導。參、地方整合性組織與公、私部門及民間團體滛重要的合作關係，更是一個組織性的溝通、協調重要的橋樑，其牽涉的層面廣泛，因此，須具備中立的立場、深入地方生活，進而完善表達地方需求。 With times changes and development of the social structure, old street blocks, which used to be the centurial area and the core of city economic, have been fallen from the center to the edge. This results in aged and withered environment of the street blocks, but reveals a strong atmosphere of history and culture. This is the unique characteristic of the old street blocks and it’s value to the environment. However, since the old street blocks are structured and accumulated by communities and local culture, which are the supports of their unique characters and environmental values, un-attention management will ruin their historic and cultural values. Local culture and history is worth to study and research. The environment value is not just its’ function but also its’value to the education. The purpose of this research is by examining the local development and unique characteristic of environment, seeking for strategy and direction, to fix and repair community development and continue the local cultural character; through the perfect circulation operation system, to achieve co-exist of local culture and facility re-construction, and further to decrease the conflicts and disputes of 『old preserve』and『new developed』. The research shows that street blocks reconstruction should put local environment character, spacing and local culture in to considerations.The research has also discovered the lack of community and social group cooperating concept. In addition, the everyday weakening link among the community, and lack of common consensus of development, are the obstacles of community development. Finally, solve the question of the existence of old street blocks, to draft relevant strategies and create a management and operation system that is suitable to its characteristic. Through the above study and research, it can be concluded:1.In order to encourage and draw the interests of community to participate in to the old street blocks reconstruction project, public sector have to provide or create attractive reasons, and to unite individual units to understand and negotiate the requirements.2.In order to have adequate assistance of knowledge and technique for the communities to participate in, the assistance from local historical groups and people who are specialized in these field are required.3.Local organization, public and private sectors, and local groups must form a stable and solid relationship, to create a better communication and negotiation. Therefore, it must be neutral and more localized to express the needs of the community.
