摘要註:	近年來政府大力推動都市更新，並訂定相關法令給予都市更新獎勵條件，促進民間積極參與都市更新，以達到城市機能重組及都市環境品質的提昇。目前民間辦理都市更新以重建的申請案為最大宗，地主與開發商共同參與都市更新，可以加速都市更新的腳步。為了讓都市更新順利的推動，除了要有政府的獎勵措施，民間在參與都市更新過程中，更急需瞭解到都市更新所面臨的風險。影響都市更新成敗的風險眾多，舉凡市場、經濟、開發者、資金與地主等，皆為影響都市更新的風險因素，而本研究將著重探討都市更新開發時所面臨之財務風險。完整的財務可行性分析為民間參與投資都市更新的最大意願，本研究以現行的都市更新制度下，探討民間參與都市更新事業過程中所面臨的財務風險因子。都市更新事業開發案具有投資金額龐大、風險複雜等特性，使實施者進行都市更新時，必須透過更周詳的考量及分析。然傳統上財務可行性指標分析，只對投資者提供單點值的預測，且傳統的風險分析也較無法符合實際情況下的財務風險不確定性。本研究探討民間投資都市更新事業開發，透過相關都市更新財務等文獻回顧與財務風險分析方法，架構一套關於都市更新的財務評量模式。針對風險評估指標進行量化分析，研擬並修正實施都市更新時影響財務之相關因子，對都市更新開發進行財務可行性分析及財務風險模擬。本研究著重於探究如何降低都市更新開發的財務風險，嘗試建立一個都市更新的財務風險模型，除了透過傳統的財務與風險分析外，更利用蒙地卡羅模擬法進行風險衡量，以提供相關投資者與參與者風險資訊，進而做出完整的決策，以加速民間投資都市更新的開發，達到都市永續發展。 In recent years, the Government is actively promoting the policy of urban renewal. They make relevant laws and impetus to urban renewal in order to improve the quality of urban environment. The private organizations must to know the risk in process of the urban renewal. The risks are including the market, the economy, developers, landowners, and capital. This study will focus on the financial risks.Complete analysis of the financial viability of civil society to participate in the largest urban renewal investment wills. I’ll study the financial risk factors when the private participates in the urban renewal. When the investors invested the urban renewal, they must know the traditional the index of the financial viability analysis and Value-at-Risk. I’ll establish the financial assessment model thorough some research on urban renewal and financial risk analysis methods. This study focused on exploring how to reduce financial risk of the urban renewal development, and try to establish an urban renewal of the financial risk model. I use the traditional financial and risk analysis, and use the Monte Carlo simulation method to measure risk in order to provide investment risk information and the participants. And then make a complete decision-making to accelerate private investment in the development of urban renewal.
