    摘要註: 摘要 台北市近年為解決老舊建物及改善環境空間品質,政府單位將整建與維護列為更新住宅施政策略之一,透過補助經費與鼓勵民眾自辦等方式,加速改善城市老舊建物之外貌。 以目前國內政府部門對於整建與維護相關獎勵補助經費措施推展計畫,多半仍限制在局部項目、特定少數族群或為示範性計畫,尚欠缺對於整建維護工作的整體考量。本研究期望透過整建維護之住宅發展歷程與法令政策之文獻彙整,來探究建物整建維護在申請補助經費過程中,其相關整建維護住宅課題與困境。並藉由實地訪談大樓主任委員、政府主管機關及專業管理單位,了解大樓居民整合、經費來源、產權釐清、政府制度及執行層面等課題,以分析北市目前狀況,作為日後社區大樓建物申請補助經費實施整建維護都市更新計畫之參考。 研究結果顯示,目前政府單位透過獎勵補助經費推展整建與維護計畫明顯成效不佳,主要係因居民整合未完成、申請程序繁雜、時間充裕程度過短、大樓自身條件與申請經費額度等均影響整建與維護推展計畫的阻礙。因此本研究建議,透過專業經理人代理申請補助、提供案件經驗之參考與指導、並加強住戶共識程度,有助於提升申請整建維護補助經費通過之機會。 Abstract In order to reach renovation of old building and improve housing quality, Taipei City Government has recently considered rehabilitation and conservation as part of the housing renewal strategies that helps to improve façades of dilapidated buildings by providing financial and technical supports. Through these processes, the government wishes to renew the appearances of old buildings and to recreate spectacles of the city. This has been goals that other city and county governments attempt to reach but fail. This research aims to find out dilemmas that might encounter by researching cases of repaired houses and related issues. Through interviewing experts, government officials and local residents, this research could have a deeper understanding of different possible problems. With the analysis of current situations in Taipei, this research hopes to serve as a piece of suggestion and solution for later urban renewal projects. My research shows that the method of subsidies for rehabilitation and conservation shows a poor performance so far because of the obstructions, like the undone consensus among residents, the complicated application process, the shortness of time, the building condition and the expense limit. Thus I suggest that professional agents should be hired to conduct the affairs based on case experiences and strengthen the consensus among residents in order to obtain the incentives for rehabilitation and conservation.
