    摘要註: 交通運輸不僅在國家整體發展上扮演重大的角色,對一個區域而言,更是不能忽略。交通建設除了可擴大內需、增加就業機會外,交通建設價值所發揮的功能,更可協助地區與產業的發展、改善經濟競爭力與提升生活品質。高雄捷運於2008年正式啟用,主要目的是希望藉由大眾交通運輸的便利與舒適,可以降低市民長久以來對私人載具的依賴與減少廢氣的排放量,以改善城市的風貌與提升產業競爭力,讓高雄成為永續發展的城市;其次為縮短市民通勤旅行的時間,擴大都市居民的生活版圖,讓民眾感受大眾交通運輸工具的便利、舒適、便捷與創新的服務。本研究以高雄市大眾捷運系統為研究個案,檢視為何高雄捷運專案評估的執行成果不如預期。將收集一年多來實際營運的數據,利用資本預算方法結合蒙地卡羅模擬法,以量化的方式將營運的結果進一步做推演、運算、分析結果與提出問題改善方案。 研究結果發現,貼現率的高低對於承載量沒有太大相關性,若要解決營運虧損的問題,就必須提升承載量,才能明顯改善營運狀況。本研究認為要提升承載量必須要從政府、民間投資團體和市民,這三方面的角度去思考,彼此間互相配合、認同BOT案的建設貢獻與重要性,才能有效提升承載量,使營運能夠損益平衡。 Transport plays a major role in the development of a country as a whole as well as a region. The transportation construction not only can increase domestic demand and employment opportunity, but also can promote regional and industrial development and improve competitiveness and quality of life. The Kaohsiung MRT has been operated under an agreement of BOT base since 2008. The main purpose of building the MRT is to offer a faster and comfortable transportation system for passengers and to reduce greenhouse gas emissions in the city. And with this MRT the city can improve her outlook and increase competitiveness. Thus, Kaohsiung becomes a sustainable city, can reduce commute time for her citizen, and let them enjoy highly convenient transportation system and excellent services. This project evaluation using Kaohsiung MRT as a case analyzed why this project did not financially perform well as originally expected. With the latest actual statistical data, by using the capital budgeting method and Monte Carlo simulations, the study undertook various scenarios for financial future to Kaohsiung MRT. The major finding indicated that the key factor to improve profitability for Kaohsiung MRT is to increase passengers; the discount rate is not so important in this case. In order to increase the load of passenger to let this BOT project reaching break-even point, it is necessary for governments, residents, and the company to coordinate a joint effort to support this MRT.
