臺北縣政府警察局及高雄市政府警察局分別自2002年及2005年奉命成立「觀光騎警隊」,擔任「觀光警察」服行風景區巡邏勤務;風光成立之初,不論是在風景定點巡孚或受邀公益活動表演,總是成為全場注目的焦點,吸引媒體爭相報導,然而,觀光騎警隊存在這5-8年以來,卻也因官僚體制的封建保孚與主管機關政策導向的衝擊,不斷面臨體制面及專業技術上的存續危機,這是促成本研究的動機,也冀望透過本研究能誘發即將要成立觀光騎警隊的市(縣)警察機關,正視專業騎警隊的經營管理。基於上述的研究目的,本研究在探討騎警隊的租賃馬匹如何執行警察勤務?騎警分別在教練水帄不一的馬場訓練,能否培養正規的騎術?看似具禮儀功能且華麗的服裝與服飾,是否影響執勤與觀感?沒有專屬的駐地與廳舍是否影響勤務的執行及團隊士氣?由於本研究議題只適合專業騎警隊,不涉及一般社會大眾,因此本研究對象擬以騎警隊成員與相關業者為主。主要採取深度訪談與問卷調查方式,共協請騎警隊成員、業務承辦人及民間馬場從業人員各1-2名,針對租賃的馬匹與委外訓練等二個議題,進行半結構式之訪談,訪談發現多數騎警認為,業者提供騎警隊出勤的馬匹品質良莠不齊,而馬場業者認為,只要依契約將馬匹交給騎警出勤即可;馬場教練的教學品質確實存在不一的現象;騎警本身也喜歡打混摸魚;騎警業務承辦人認為,騎警隊的存在是政策導向,如果業者認為馬場經營沒有利潤,而不來投標的話騎警隊尌會消失。另針對騎警隊的整體服裝配備、勤務性質發放問卷103 份,回收問卷99份,其中無效問卷19 份,有效問卷為84 份,經由SPSS11.0 軟體進行統計分析,以驗證資料對於本研究假設模型的支持程度。問卷結果顯示,騎警隊員認為在「服裝配備」整體上是適合的,而且「觀感上」認為穿著禮服會比一般警察制服較能吸引民眾,有助於提昇團隊士氣,但是會造成執勤活動上有所不便。而在「執勤上」認為現有的人員裝備,除了冬季斗篷,其它裝備不會妨礙執行勤務,且有助於提昇個人士氣。對於現有臨編性質的騎警隊員認為「勤務性質」整體上是符合需求的,但是需犧牲個人休假配合騎警隊之活動,會造成個人士氣上負面的影響效果,而且「現有的組織型態」、「沒有專屬駐地」會造成團隊士氣的負面影響及時間與體力上的浪費;在表演勤務內容是符合「警察勤務條例」之規定,並且有助於提昇警察形象;至於巡邏勤務內容是有助於「改善交通」、「安定治安」的。建議向議會爭取同意將騎警隊組織法制化,走向名符其實的警察工作核心價值,並且建立騎警隊永續經營管理,擁有制度化的組織編制、專業素養與技術,以及符合國際標準的現代化馬場,作為騎警隊駐地與訓練場,可自行飼育馬匹並且培養具備專業能力的騎手,以符合勤務功能的需求,使得執勤順利。 Taipei County Police Bureau and Kaohsiung City Police Bureau established the Tourist Mounted Patrol Squads in 2002 and 2005, respectively, to patrol the tourist spots. When the Squads were first established, they were the focus of public attention and of the press in regard to the tourist spots and public events. Yet, in the last five to eight years after its establishment, the Squad is facing a crisis in regard to both the system and its professional skills because of the bureaucratic conservatism and the shift of the policy tendency. Thus, this becomes the motivation of this research. This research expects that those city/county police bureaus that plan to establish the tourist mounted patrol squads will face the problem of managing a professional mounted squad.Based on the abovementioned purposes, this research intends to explore the following questions. Will the horses which are rented to the mounted squad be able to handle the police duties? Can professional riding skills be attained by the mounted patrollers when they are trained at different horse ranches? Will the fashionable and fancy uniforms of the mounted patrol influence the police duties and the public impression? Will the duties and morale of the mounted patrol be influenced without an exclusive station or office?Since the topic of this research only concerns the mounted patrol, the subjects of this research only included the members of the mounted patrol and the relevant businesses. The methodology of this research is in depth interview and questionnaire. For the interview, one to two members from each of the mounted patrol, case office and ranch staff members were included. A semi-structured interview was conducted on two issues: the problems of horserentals and of outsourcing training. The result of the interview shows that most of those in the mounted patrol think that the horses rented to the patrol do not have a uniform quality, while the ranch staff members think that they just need to rent the horses to the mounted patrol according to the contract. The quality of the training from the ranch also lacks uniformity, while some mounted patrol officers did not concentrate on the training, either. The case officer of the mounted patrol squad thinks that the establishment of the mounted patrol was policy-oriented. If the ranch business garners no profit and does not bid, the mounted patrol squad will cease to exist.In regard to the uniform and equipment of the mounted patrol, 103 copies of the questionnaire were sent, and 99 copies were collected. Among these, there were 19 invalid questionnaires and 84 valid questionnaires. After the statistical analysis by SPSS11.0 to examine the validity of the data derived by this research, the result shows that mounted patrollers think that the general outfit is appropriate and is able to attract more public attention and make a favorable impression than the regular police uniform does; it enhances the morale but causes inconvenience while the officers are carrying out their duty. For carrying out the police duties, the mounted patrollers think that most equipment does not cause problems, with the exception of the winter capes. The equipment also increases personal confidence. They also think that the mounted patrol squad as a task force meets the general needs of police duties. Yet, when they have to give up their holidays for mounted patrol activities, it does negatively influence their morale. Moreover, the problems of the present organization and lack of an exclusive station also negatively impacts morale and wastes both time and energy. The officers think that their public performance meets the regulations of the Statutes of Governing Duties of the Police and helps to strengthen the image of the police. They also think that their patrolling is helpful in improving traffic and social security.This research proposes that the mounted police squad should be included in the formal police organization with real police duties. A sustainable management for the mounted patrol squad should be established with a systematic organization, and professional capacity and skills. A horse ranch meeting the international standards should be available as the station for the mounted patrol squad. It should also provide the professional training for both horses and patrollers to fulfill the needs of carrying out the police duties. |
