Summary:	政府長期重北輕南的政策下，高雄縣市會展產業無論是規模與發展均比不上台北，惟高雄具有相當優渥的條件足以媲美台北，如能加以運用，高雄有機會成為與國際接軌之都市。本研究主要目的在藉由高雄的地理環境、產業經濟、歷史背景、及縣市合併等相關資源與政策，專訪多位實務經驗之專家學者，採用SWOT分析高雄當前環境的內部優劣勢、外部的機會與威脅，以找出確切的問題所在，並設計策略加以因應，希望藉由本研究之發現能發掘高雄會展產業的新契機；希望能藉此造就高雄地區會議與展覽活動朝向專業化、多元化與國際化發展。本研究發現對高雄發展產業的建議主要有以下五點：一、全球會展發展重心逐漸移到亞洲有利高雄會展發展機會。二、高雄會展產業發展應朝產業專區、高值化，低碳化發展。三、政府主管機關在會展開發過程應扮演重要角色。四、以高雄市為門戶的城市結合高雄縣市觀光資源，朝向國際經貿與觀光都會發展基調。五、挑選辦展經驗豐富之單位委託經營管理。 Since the government policy favor the development of Taipei, the exhibition industry in Kaohsiung neither has the opportunity to develop nor grow to the scale it deserved. However, Kaohsiung does have some of the characteristics that not only match but surpass Taipei. If these characteristics can be better and fully utilized, the exhibition industry could still flourish in Kaohsiung .This dissertation focuses on some of these characteristics such as geographical location, economical environment, historical background and the integrations between city of Kaohsiung and its surrounding municipalities, as well as utilizing on the interview data from industry experts and scholars, to form the basis for a SWOT analysis. The results of SWOT analysis forms the basis for the understanding of internal strength and weakness, external opportunity and threat in order to discover a new opportunity and further strategic implications for the development of a professional, multi-dimensional and international exhibition industry in Kaohsiung.The five research implications are as followed:1. The emergence of the global MICE industry in Asia brings numerous benefits to the development of Kaohsiung’s MICE industry. 2. The development should be industry specific, high added value and low carbon emission.3. The government should play an important role in the development of the MICE industry. 4. The integration of tourism industry with the exhibition industry is the key.5. Carefully select the organization or the sub-contractors that manage the exhibition.
