越南政府從 1986 年提出了『經濟革新』(Doi Moi),掛軌世界經濟成長,自1988 年開放外國投資,吸引外國資金到越南投資,藉以促進並提升越南的經濟發展,胡志明市‟以其昔日商業化的歷史背景,加上其周圍地區,包括同奈省、帄陽省等,成為外國資金到越南投資的首選地區,以致進出口貨物的激增,現代化快速貨櫃裝卸作業的河港應運而生,外資陸續近入,造成河港競爭激烈,加上越南政府發展海港的政策,港口間的競爭更趨白熱化,面臨未來的生存,胡志明市地區河港貨櫃碼頭產業應探討如何調整策略,提升競爭力。本研究以深度訪談、問卷調查、SWOT 分析、鑽石模型分析等方法進行探討,針對政府決策官員、航商駐越南代表進行訪談,對客戶進行問卷調查,並用SWOT分析、鑽石模型分析來檢視河港貨櫃碼頭產業及三個個案公司的優劣勢及競爭力。研究結果發現,越南政府認為胡志明市地區河港發展不符合港口長期規劃需求,但開放河港間及河港海港間自由競爭,航商則認為河港海港發展有別,但河港必頇調整未來經營策略,而三個案公司間,更應就本身優劣勢,從新定位,發揮優勢,擴大客戶群,利用內河水路,尋找新的商業契機,譬如複合式、一條龍服務等,重新開創河港的一片藍海。然而越南基礎建設的不足,運輸不便,這是對河港或海港未來發展有相當大的影響。最後根據分析結果,筆者研擬並提出對越南政府及胡志明市地區河港產業的建議,陴供相關單位改善未來河港經營策略與提升河港競爭力之參考。 In 1986 Vietnamese Government initiated the Economy Renovation (DoiMoi) and drove their economy growth. From 1988 Vietnam opened andattracted Foreign Direct Investment (FDI) to improve the Vietnam Economy.With the historical commercial background of Ho Chi Minh City (HCMC),adding its neighboring provinces, such as Dong Nai, Binh Duong, the area ofHCMC became the first choice of FDI into Vietnam. The import and exportvolume grew drastically. More modernized river container ports wereestablished. The port competition was getting tough. Meantime, VietnameseGovernment also started the deep sea port development project. Thecompetition among the ports is worsening. For the survival, the river ports inthe area of HCMC should ponder how to adjust its business strategy andupgrade its competitiveness.In this study, interview of Government Officials and Representatives ofShipping lines, customers survey, SWOT analysis, Diamond Model analysiswere used to do the research. 3 distinguished river ports were included in theresearch to exam their strength / weakness and competitiveness.The results of research are, Vietnamese Government thinks the river portsdo not meet the future needs, thus allowed deep sea port development forcompetition. Shipping lines thinks river ports and sea ports have their marketsegregation. But the 3 river ports have to revisit and adjust their strategy and look for new business opportunities in order to create their Blue Ocean.However the development of both river and sea ports will be limited by theshortage of infrastructure.According the results of the study, the author has made few proposals tothe Vietnamese Government and the river ports to improve their competitiveness of river port and the management strategy of river port.
