    摘要註: 生物科技產業被視為二十一世紀最具發展潛力的全球性產業,因具龐大的商機使其成為各國競相發展的重心。在全球化的趨勢下,生物科技廠商面對的是來自於全球市場的激烈競爭,故其必須掌握良好的經營績效才能獲取競爭優勢。本研究旨在應用一適合於跨國比較的績效評估方式以衡量不同國家廠商的經營績效並提供其改善效率的建議。過去於生物科技產業的績效評估相關研究以資料包絡分析的應用最為廣泛,但其假設不同群體的廠商皆擁有相同的技術集合,然而實際的情況不盡然如此。另外,為能符合廠商於實際的營運活動中追求獲利極大的行為,效率的衡量可能須要同時考量縮減投入與擴張產出。因此,本研究應用方向性距離函數結合O’Donnell et al.(2008)以共同邊界方法為概念的資料包絡分析進行不同國家的經營績效與技術差距之比較。研究對象的選取以OSIRIS資料庫中2006至2008年的美國、日本、英國與德國生物科技廠商為樣本,實證結果顯示:(1)在共同邊界的基礎下,美國與日本的績效表現與技術水準相對較佳,而英國與德國的績效表現皆相對較差並且技術水準較為落後;(2)美國為最適合各國作為學習標竿的國家,並建議各國的無效率廠商應透過與美國經營績效表現較好的廠商建立策略聯盟以進行跨國之間的技術交流,使其能夠透過學習以縮小技術缺口進而提升整體的經營績效。 The biotechnology industry is considered as the industry with the most development potential of the twenty first century in the world, because of its great business opportunities, it has been the core of development in many countries. Under the globalization tendency, the biotech firms have to face the strong competition of the international markets, so they must have good management efficiency in order to obtain the competition advantage. This study uses the performance assessment suitable for Cross-Country comparison to measure the performance of the firms in diverse countries in order to provide proposals for improving the performance.The most common performance assessment of the biotechnology industry had been date envelopment analysis in the past, suppose that the different firms of different groups had the same technology set, but the reality was not so. Besides, in order to comply with gaining the most profit of the firms, the assessment of the efficiency shall consider the reduction of input and the expansion of output. Therefore, this study applies the date envelopment analysis based on directional distance function combining with the meta-frontier approach of O’Donnell et al.(2008)to realize the comparison of the business performance and the technique difference. The study objects were taken from the samples of the OSIRIS data bank between 2006 and 2008 of diverse biotech firms of the USA, Japan, UK and Germany, the results have shown: (1) On the basis of the meta-frontier, the performance and technology in the USA and Japan have shown a better results, the UK and Germany have shown relatively both worse performance and technology. (2) The USA has a most advanced technology and could be a benchmark for most inefficiency companies.
