    Summary: 本論文主旨在探討在2010年6月29日台灣與中國簽署ECFA後台灣石化業因應未來之策略。主要以石油化學產業的上游煉量與產能為研究，瞭解過台灣石化產業之發展過程及政府的石化政策。本論文並不以企業公司或單一事業單位來探討研究，而是以政府政策與整體石化產業做為分析探討的重點。　　透過文獻探討，及主要資料與次級資料來呈現與分析，全球、亞洲、東南亞國協、中國、台灣等各區域之石化發展概況。藉由分析工具，SWOT分析，波特五力分析，鑽石模型、關鍵成功因素分析等等，以及專業訪談問卷模式，對石化界經營管理階層的訪談，來深入瞭解台灣石化業產業概況、繼ECFA的「早收清單」及「稅率」之後續發展及應變策略、全球石化產業未來趨勢等等，徵詢專家的意見及建議。　　本論文主要研究探討的主軸是鎖定ECFA框架下，中國石油化學產業現況與策略及台灣石油化學產業現況與政策，為本論文之研究要點，是以兩岸政府政策與整體石化產業來做比較分析，而後續研究探討分析出的結論提供政府、產業界與學術界做為後ECFA時期台灣石化產業未來發展及策略調整參考。 The main purpose of this study is to investigate development strategies for Taiwan petrochemical industry after signing the Economic Cooperation Framework Agreement (ECFA) with China on June 29, 2010. This study concentrates on Taiwan petro-chemical industry as a whole rather than on individual company. Based on statistical data obtained from various sources, this study analyzes current production and capacity of petro-chemical industries in the world, Asia, Southeast, ASEAN, China, and Taiwan. By using the analytical tools of SWOT,, Michael Porter’s Five Forces Analysis, Diamond Model, Key Success Factors, and in dept interview, this study discusses various development strategies, especially in response to the immediate tariff removal products for some petro-chemical industry after the ECFA went into effective on January 1, 2011. Under the ECFA, the industrial policy for the petro-chemical industries in both Taiwan and China has been changed, this study is to investigate some development strategies for Taiwan petro-chemical industry for operating in Taiwan and China.
