摘要註:	臺灣國民小學校園設備修繕之設備管理依法令皆屬總務事務運作之範圍。但同樣是進行學校校舍維護管理工作，由於不同學校編制或作業規定不同，其管理組織亦有所差別。但就學校校園校舍維護管理組織而言；在國民小學中，因總務單位組織編制以及工友人員專業背景、能力技術及執行效能皆相當的不完整且品質維護管理不佳，推動與執行不利。又因社會少子化趨勢，學生人數減少，班級數遞減，以至學校工友員額遞減，總務事務工作卻不因此而減輕。是故總務行政部分事務業務委外是時代趨勢。本研究透過學校總務人員、教育局人員及營建專業人員的訪談、調查問卷方式，認為國民小學校園設備修繕委外是可行的，學校可依各校不同的需求，尋求合適的校園設備修繕委外模式。以「物業管理」觀點藉以提升國民小學學校建築校舍設施維護之品質，進而提升總務業務服務及執行效能，促使國民小學校園為小而美的校園，強化建置優質教學環境、已達成節省經費並倡議校園活化與永續發展等校園環境政策，以建構安全、精緻、創新、永續發展的新教育環境設施與攸關新世紀優質教育的推動。 The management of campus equipment restoration in Taiwan National Elementary school belongs to the operation of General Affairs according to the regulations. Although the management in the school buildings and facilities maintenance is the same for all the schools, its administration structure is discrepant because of the different schools’ organization and operations. Speaking of the administration structure of the school buildings maintenance, the impetus and execution of the campus equipment restoration in Taiwan National Elementary schools are generally imperfect due to the incomplete general affairs unit organization and the school workers’ unqualified professional background, technical and execution abilities. The student number is reducing because of the few children in a family presently; the quota of the school workers are decreasing gradually due to a progressive decrease of the class number. However, this condition doesn’t therefore give the relief on the task of school general affairs. For this reason, the current trend is towards the outsourcing for the administration and general affairs. The purpose of this research, by means of the questionnaire and an interview with the personnel of school general affairs, Education Bureau and construction organization, is to prove that the campus equipment restoration in National Elementary schools can be done by outsourcing and the schools can evaluate a outsourcing model which is suitable for their own campus equipments to meet their needs. This is to emphasize that the quality of the school building and facilities can be promoted by the execution of the Property Management. It is also expected to further upgrade the administration service and efficiency of general affairs and promote the National Elementary school campus to be a small and beautiful campus as well. Setting up a high quality education environment at schools can help to reduce the overheads expenses, to advocate the campus activation and achieve the strategy of continuously development accordingly. Furthermore, it can be moved forward by means of the new facilities with safe, delicate, and creative constructions, the public welfare service and high quality education system in new generation
