˙隨著第三波民主化與地方分權化的推展,以及跨國企業、國際及非政府組織的蓬勃發展,帶動世界各國的地方自治朝向全球化的趨勢而調整發展。˙我國的地方制度與地方政府體制亦朝此趨勢聲浪不斷的改革,尤其在2010年(民國99年)12月25日之後,我國的地方制度亦隨著縣市合併改制升格為五大直轄市的政策,而邁向另一個嶄新的制度模式。˙在「五都」確立之後,中央僅就以往北、高二市的「區」制經驗,而便宜行事的將面對住民第一線服務的鄉(鎮、市)體制轉型,在不同時空與政經脈絡下,很難一體適用。˙就「住民自治」理念之觀點而言;在地住民有被剝奪「民主參與」機制之遺憾。˙主因在於「區」非公法人;而不具有「住民參與施政」的實質機制。筆者認為「政權機關首長」無論是否維持官派–施政均應受到「民主控制」–接受「在地住民」檢視。˙爰此,本文依「住民自治」的理念觀點;來探討、建構「里民代表」區政參與之機制的可行性,強化「草根民意」區政參與之不足,使底層區域之施政運作能更貼近民心。˙期盼在研究探討的同時,能夠啟發個人開創性的省思及開拓更寬廣的知識面向,並冀望「里民代表」區政參與之機制對未來「區」制的改革與發展能有所啟示。 •With the third wave of democratization and decentralization of the promotion, as well as multinational corporations, international non-governmental organizations and the rapid development of local self-government led the world trend toward globalization and the adjustment of development.•Of local systems and local government system is also a trend toward the continuous wave of reform, particularly in 2010 (Republic of China 99 years) after December 25, our local city and county merged with the restructuring of the system will be upgraded to a policy of five municipalities , while the new system into another mode.•In the "five are" established, the central far as the past Taipei and Kaohsiung, the "District" experience, and will face the residents of discretionary services, the first line of the township (town, city) institutional transformation, in a different time and space and the political and economic context , the difficult one to apply.•To "residents of autonomy" concept of point of view; residents have been deprived of the ground "democratic participation" mechanism of regret.•The main reason is that "zone" non-public body; not have a "resident participation in governance," the real mechanism. I believe that the "heads of government bodies," whether or not to maintain the official camp - the policy should be "democratic control" - accept the "local residents" view.•Accordingly, this according to the " residents of autonomy " concept point of view; to explore building a "local citizens for" Administrative Region of the mechanism involved in the feasibility of, and strengthen "grassroots people" lack of participation Region so that the bottom area of the policy will operate closer to the people.•Study looking at the same time, to inspire personal reflection and to develop innovative knowledge for the broader and hope "to local citizens, representatives of" Region in the mechanism of the future "District" in the reform and development can be Inspiration.
