摘要註:	中國經濟改革開放後，經濟實力的提升受到世界注目。在經濟持續成長之下，支應經濟成長所必需的能源需求亦快速增加。Daniel Yergin能源安全之定義是專注於供給層面，但中國能源安全問題除在供應層面外，還有哪些因能源所引起的重要問題?中國在能源發展過程中，其發展背景與政策動機為何?中國對於內部能源消耗與組織結構的部分有何種改革策略?在認知到進口趨勢已不可避免，中國要如何確保進口能源的供給無虞，以解決「麻六甲困境」所造成的能源運輸問題。本文藉由中國早期的能源政策與2001年之後的政策內容分析其中轉折，並以主要能源發展態勢分析中國能源問題何在。對於中國而言能源安全問題不僅於能源短缺問題，因能源引起的環境危害造成中國經濟與人民健康的損害，因此在能源發展與國際合作必須兼顧能源供應安全與環境維護兩大目標。中國石油發展在1993年後，礙於自產不足以及「麻六甲困境」的限制下，中國對於能源進口問題以外交方式來應對，並為保障能源安全，不僅規劃不同能源輸入途徑，且以不惜付出政治成本的方式與建設現代化海軍，承擔對其國際形象的影響與產生的風險。同時在能源組織改革方面，國家能源委員會的成立，顯示中國能源問題已非單純能源議題，必須透過各部會共同策畫中國能源政策，也顯見中國當局對能源安全問題的重視。 Since the economic reform, the highly growth of economic power in China has taken the world's attention. Because of the reform and opening-up policy, China the economy has developed rapidly and must search continuously for solutions to its problem of rising energy demand. Daniel Yergin’s definition of energy security is focused on energy supply. In addition to energy supply security, what are the important issues of China’s energy security? What’s development background and policy motivation during China’s energy development process? How to respond with the internal energy consumption and organizational structure? China increase of Energy consumption and the trend of energy imports are inevitable in the future. How to ensure the safety of imported energy supply against the "Malacca dilemma"? The article was analysis of China's energy security issues through China's energy policy and energy development. It concludes that China's energy security should include environmental issues in addition to energy supply and demand. The environment development is indispensable in making the whole energy security. Besides, the Energy Commission and Energy diplomacy prove that China emphasis on energy security issues.
