歷史街區是人類過去生存、生活、生產的發展背景下，所產生的一種特殊生活場域，在不同歷史發展時期，涵蓋了居住與商業貿易的空間形式。台灣的歷史街區保存，除文化資產保存法、都市計畫法對街區的建築物保存與修復，內政部營建署自民國86年實施「城鄉景觀風貌改造運動」、民國91年「新故鄉社區營造計畫」的商店街區再造計畫：「小鎮商街再造」、「魅力商圈營造」等政策，顯示台灣對歷史街區的保存活化所做的努力。然而，這些保存活化的背後，歷史街區的生活環境本質，該以在地使用者角度思考，才能達到實質的效益。本研究以居住環境觀點探討歷史街區的環境變遷，居住環境是指圍繞著居住和生活空間的生活環境總和，而人們居住所享有的安全、保健、便利、舒適等可持續性架構下皆涵蓋於此，因此，本研究藉由居住環境所關注的面向與內涵，探討歷史街區未來發展模式。研究對象選擇為目前台灣商業頻繁的歷史街區，藉由觀察與分析街道形成的原因，歸納現今歷史街區發展樣貌三大模式，分為傳統市集與攤販林立樣貌之發展模式、現代商業招牌充斥樣貌之發展模式及整齊連續牌樓建築樣貌之發展模式。為解析目前歷史街區慣性的規劃手段的缺失，以文獻分析歸納歷史街區的空間組成、台灣歷史街區保存的規劃制度，藉由居住環境之論述，擬定歷史街區的居住環境相關議題，建立評估項目與內容，由現況調查驗證其設定的評估內容，調查結果利用地理空間資訊系統建立圖檔與數據，並以建築空間、道路空間、騎樓空間、廣場空間及整體空間等空間，歸納分析其調查結果，以法規與空間規劃邏輯觀點，提出未來歷史街區居住環境的特殊性原則之規範與建議，最終得出歷史街區居住環境之評估架構之研擬。本研究以居住環境觀點，為歷史街區提出基礎的一套環境評估架構，有別於過去置入性的環境規劃操作，期待未來能提供歷史街區廣泛使用的居住環境之評估架構。 The historic district is a special living place generated in the past development context of human survival, living and production. In different historical periods, it covers the spatial form of residential and commercial trade.As for the preservation of Taiwan's historic district, in addition to the Cultural Heritage Preservation Law, and Urban Planning Law on Preservation and Restoration of Building at Blocks, Construction and Planning Agency implemented the “Movement of Urban and Rural Landscape Reform” since 1997, and store blocks reconstruction programs of “New Homeland Community Creation Plan” since 2002, “Town Business Street Reconstruction”, “Charming District Creation” and other policies, showing Taiwan’s efforts on the preservation of the historic district. However, behind the preservation, the local land users shall consider the nature of living environment of the historic district from their own perspective so as to achieve substantial benefits.In this study, the environmental changes of the historic district are discussed in light of the living environment which refers to the whole living environment around the residential and living space, and the safety, health, convenience, comfort, etc., sustainabilityenjoyed by living here are included. Therefore, by virtue of the orientation and connotation related to the living environment, the study explores the future development mode of the historic district.Taiwan’s historic district with frequent business is selected as the research object. By virtue of observation and analysis of causes leading to the formation of streets, three development modes for today's historic district are summarized. The three modes are divided into the development mode of the traditional markets and street vendors, the development mode of modern commercial signs and the development mode of neat and continuous decorated archways.To analyze the lack of inertial planning means of the historic district, the spatial compositions of the historic district, the planning system saved by Taiwan’s historic district are summarized through the literature analysis. By virtue of reviewing the living environment, the related issues about the living environment of historic district are developed. The assessment projects and contents are established. The proposed assessment contents will be verified by the on-site investigation. Through the use of geospatial information system, the results can be processed into map files and data. From the perspective of building space, road space, arcade space, plaza space and overall space and other space, the results can be summarized and analyzed. Based on regulations and spatial planning logic point of view, the specifications and recommendations about the special principles for the living environment of the future historic district can be proposed. Finally, the assessment framework of living environment of the historic district is worked out.In this study, from the perspective of living environment, a basic environmental assessment framework for the historic district is proposed. Unlike the past embedded environmental planning operations, it is expected to provide the assessment framework which will be widely used in the living environment of historic district in the future. |
