    摘要註: 早期國家發展大多以經濟面為主,以求獲得更強的國際競爭力,然而卻造成許多如區域發展不均衡、城鄉發展不公平、資源短缺、環境污染和生態退化等負面影響。近來為導正此一現象,「永續發展」的理念已成為許多國家生存與發展的主要潮流。台灣經過多年的努力,國家永續發展指標已然成型,近年來更積極將此理念落實到較小尺度之基層自治單位,因此各縣市紛紛提出生態城市、健康城市、永續城市等願景,但較少在社會資源之循環性進行更深入之討論,因此,可能產生部分城市基於區域環境特性之優勢,在永續指標上表現亮眼,卻對資源循環利用之程度欠佳,然而循環型社會理想的實踐成效實為永續發展中關鍵的要素。本研究採用議題架構為基礎之指標系統,以城市資源循環之表現為目標,考量資源投入及資源循環兩面向,建立循環型社會指標系統及計算準則,評估對象為台灣本島19個縣市,並與國內其他相關指標系統評估結果比較分析,以了解其差異與適用性。此外,本研究亦利用資料包絡分析法進行城市運轉之績效評估,評估城市推動資源再利用與資源投入產出之績效,以提供後續政策改善之指引。最後再借助系統動態分析,探討城市遭受經濟與人口成長衝擊時,資源利用情況可能之變動趨勢。期望透過這些評估分析,提升資源利用之效率,並對未來衝擊可能產生之影響做出即早判斷。 For the justice between generations, the concept of sustainable development has become the tendency of national development in 21 century. The guideline and indicator system for sustainable development were established already in Taiwan. The issues of eco-city, health-city or sustainable city have discussed in several cities these years. However, the key point of sustainable development is to reduce consumption of resources. A recycling-based society is the ultimate aim. In this research, issue-based indicator framework was adopted to construct an indicator system focused on the assessment of recycling representation in a city. With the considerations of resource input and recycling, the performance of resources utilization can be realized. 19 cities in Taiwan were selected as the case study. Other assessment results from existed indicator systems were compared with the proposed indicator system for distinguished the difference between various systems. Beside, the performances of resources recycling and resources utilization were evaluated by the method of Data envelopment analysis. Finally, system dynamic analysis was used to assess the possible variation in recycling indicator when the change of economy and population. Results of this research would helpful to promote the resources recycling and efficiency for the development of cities.
