    摘要註: 根據相關數位內容產業的文獻指出,數位內容產業的環境是高度動態、敵對與低異質性的。除了個別企業以外,政府、學術界和產業鏈中上游和下游之間的互動,也可以形成一個複雜的動態系統,進而影響到整個產業的發展。這種複雜的情況是非常適合使用系統動力學,它是用來分析非線性的、相互依存和相互作用的因果關係。然而,在系統動力學中,變項之間的因果關係雖然是反應現實的世界但卻也不免流於作者的主觀判斷。因此,本研究使用決策實驗室分析法(DEMATEL)來與系統動力學的結果進行相互比較。根據本研究模擬和分析的結果,研究結果發現如下:(1)每人平均產值是發展數位內容產業中的關鍵因素,它可以影響整體的動態系統。(2) 政策組合A(就業率&每人平均產值)是一個很好的政策組合。就業率的上升和每人平均產值的增加會增加產業人力需求,並使市場呈現人力供不應求的情形,產業也更為繁榮。(3) 政策組合B(公司的每人平均培育經費&每人平均產值)是另一個很好的政策組合。這也會進一步提升產業人力需求,使市場呈現供不應求的情形。(4)專家意見與本研究所建構的系統動力學模型是一致的。本研究不僅整合系統動力學與決策實驗室分析法兩種研究工具以提供相關決策機制,同時也比較專家看法與系統動力學的差異性。希望本研究的政策組合分析未來可以提供政府在制定相關政策的參考。 From the literature of digital content industry (DCI), the environment of the DCI is highly dynamic, hostile, and low heterogeneity. In addition to the individual enterprises, the interaction between the government, academia and the upstream and downstream of the industrial chain could also form a complex and dynamic system, and thus to affect the development of this industry. This complex process is very suitable to be examined by system dynamics (SD), which is used to analyze the nonlinear, interdependent and interaction causality. However, causal relationships between variables may be judged by the author, through causal relationships are likely to reflect real world. Hence, this study intends to compare the results of DEMATEL with the results of SD.According to the results of the SD simulation in this study, some findings have been revealed as follows: (1) The average output value/per person is the key factor for the digital content industry development, and it can influence the whole system in the overall dynamic system. (2) The policy portfolio A of employment rate&average output value/per person is a good policy portfolio. The rises of employment rate and increases of average output value/per person would increase the manpower demand. That would make the supply of manpower under meet the demand in the industry. The market would become more prosperous. (3) The policy portfolio B of average output value/per person&company's average cultivation investment/per person is another good policy portfolio, thereby further rising up the demand of manpower and making the supply of manpower under meet the demand in the industry. (4) The experts’ opinions shows a consistency with the results of SD.This study not only integrates the research tools and gives the suggestions to provide related decision-making mechanisms, but also compares expert’s opinions with the results of SD. We hope that the results of policy portfolio can provide a direction for the government to make policy.
