摘要註:	「監造」與「監辦」有著監督的字詞意義內涵，但在我國政府採購制度中卻為兩者不同的組織單位，監造廠商屬於行政機關委託辦理工程監督等技術性之民間廠商；而監辦單位則是政府採購制度規範下辦理採購程序監督之公部門單位，兩者可同視為受委託進行監督的代理人身分，然而與行政機關之間關係，因為受組織目標衝突、組織間所訂不完全契約、資訊不對稱、道德風險及代理成本等問題，均有不同程度的影響。除此之外，監辦單位中尤以政風單位影響行政機關的角色最為衝突，在廉政署成立後此項的影響性將值得後續的觀察，本文研究以透過文獻資料及實證訪談方式，將行政機關與監造廠商及監辦單位之間委託─代理問題作為分析研究，研究目的希望了解在監造廠商及監辦單位不同程度影響下行政機關執行公共工程採購，效率是否有所影響？監造廠商與監辦單位是否成為行政機關的另項壓力來源？以及在現行政府採購制度下，監造廠商與監辦單位是否能夠執行完整的監督輔佐功能？最終，期望透過研究嘗試在現行採購制度中，以最小成本修正目前發現問題及困境，且以改善政府採購制度為開端，遂行政府施政之廉政方向。 In Taiwan's government procurement system has two different organizational units, supervision manufacturers are administrative organs entrusted to handle the technical supervision of civil engineering firm; the government procurement system is handling the procurement process under the supervision of the public sector units.In the agency relationship, the two can be considered the same as an agent. However, the relationship between the executive authorities, because by the organizational goal conflict, incomplete contract set in inter-organization, asymmetric information, moral hazard and agency costs and other issues, in varying degrees of impact.This research through literature and interviews, as the executive agent problem analysis, research purposes want to understand the supervision manufacturers and supervision departments under the influence of different levels of implementation of public works procurement, efficiency is somewhat affected? Whether the same time become a source of pressure for the executive? As well as the current government procurement system, both of which are able to perform a complete oversight and adjuvant function? Finally, expect to minimize the cost of correction to found the present problem and difficulties, and to improve the government procurement system.
