    摘要註: 高雄市縣合併改制後,使原高雄縣二十七個鄉鎮市改制為區,由地方自治團體變成行政區,鄉鎮市長改為區長並由市長依法派任,基層地方治理的方式和效果也因之而不同。這個變遷衝擊的範圍雖是大高雄市三十八區,但影響的程度卻不一而論。以原高雄市的十一個區為例,已慣行以區(直轄市之下的區)的治理方式多年,早已適應扮演派出機關的角色;作為區治理重要行動者的里長、社區發展協會及其他團體亦熟悉市府在區治理運作的規則,連民眾也是早就習慣區公所的服務方式,是故其所受衝擊較小。反觀原高雄縣的鄉鎮市,其在未合併前均為地方自治團體,在地方的治理上,有人事權、財政權、自治權以及自主組織權,在執行上較有自主性;另外,在產業結構上也與以工商業為主的原高雄市的區迥然不同。 故本研究之對象為鄉鎮市長任命制度之變革,而研究的方式和目的,是從跨域治理之相關文獻、理論與概念作分析並藉由以深入訪談方式來了解目前大高雄市38區中曾任鄉鎮市長、官派區長、區政諮詢委員(原鄉鎮市民代表會)及市議員,對高雄市縣合併升格直轄市二年來的適應問題及看法,再透過從府際關係、行政效率、地方財政及地方自治等四大層面,比較未合併前原高雄縣鄉鎮市自治和合併後區官治的差異,希望能了解鄉鎮市長官派任命制度的變革是否對政府的治理有所助益,以及在往後的時務運作上之處理方式,是否有其需改進之處,並反思鄉鎮市地方自治團體地位應否恢復或思考以另一種方式來產生區長人選的看法,進而提出對鄉鎮市長官派制度的政策建議,作為國家未來思考研議全面廢除鄉鎮市地方自治層級,改為中央與地方二級制的政策參考依據。 One of the vital change in local government organization is the original county-level townships of democratic election have transformed into district organization of assignment after the consolidation of Kaohsiung City and County. The local government style produces a lot of different outcomes. The eleven administrative districts in ex- Kaohsiung City had already adapted the roles as municipalities administered field agencies. However, The twenty-seven administrative districts in ex- Kaohsiung County changed the role from local self-governing bodies to municipalities administered field agencies. The operation model has a lot of differences in personal power, financial power, autonomy right and autonomy organization right. Besides, ex- Kaohsiung City in industrial structure is different from ex- Kaohsiung County. The main purpose of this study is to understand the present conditions and problems from elected to appointed mayors after the consolidation of Kaohsiung City and County. The present study applied literature analysis and in-depth interviews to related persons. This study uses intergovernmental relations, administrative effectiveness, local government finance and local self-government to compare the differences with ex- Kaohsiung City and ex- Kaohsiung County. The research recommendations mainly contain two parts: I. To adopt appointed district head in county-level townships. II. To abolish county-level townships to implement two tier system of central government and local government.
