    摘要註: 本研究旨在以微觀政治觀點探討國民中學校長遴選制度之運作，以瞭解目前國內國民中學校長遴選之現況、成因及其微觀政治策略，以作為國民中學行政實務運作的參考，以達成教育行政制度革新與發展之目的。本研究採用個究研究法，並根據研究目的，待答問題及文獻探討之結果，編製訪談大綱進行訪談，研究者以南部某縣市之參與國民中學校長遴選之校長及其相關利害關係人為研究對象，瞭解校長遴選制度之運作現況、困難及其背後各自採取之微觀政治策略。而本研究之主要發現如下：一、國民中學校長遴選制度之現況與問題，包括：校長遴選之實務運作與基本精神未盡相符、校長年資為選校的主要依據、家長及教師團體干預力量大、遴選委員會的組成決定校長遴選機制的運作形式；二、國民中學校長遴選制度之影響因素有三項，包括：各利益團體的考量、教育主管機關的態度及校長的溝通運作策略。三、在國民中學校長遴選制度之微觀政治運作策略上，可看出各利益團體會交錯使用保護型策略、影響型策略及互動型策略以達成其預定之目標。依據以上之研究發現，本研究對教育行政機關、參與遴選校長與未來研究分別提出以下建議：一、對國民中小學校長遴選政策主管機關的建議：校長遴選制度應可明定主事者及參與者之權力與責任，並且應正視微觀政治策略在校長遴選制度運作中的必要性及正當性。二、對參與遴選校長的建議：對於欲參與遴選機制之校長應理解微觀政治策略之重要性及其內涵，增加自我實力，並瞭解相關利益團體之見解與主張，且應熟悉協商與權力運作技巧。三、對後續研究的建議：未來研究範圍可擴及至國民小學、高級中學或大學校長之層面，以瞭解其相關之想法。於研究方法可嘗試以其他研究方法進行探究，例如無結構性訪談、人種誌的研究等。而在研究內容方面可擴及其他公共行政或政治學領域，以深入探索其微觀政治之運作策略。 The present study applied micro-political analysis to discuss the status, factors and micro-political strategies in principal selection system. The study adopted case study and designed interview outlines according to research purposes, research questions and literature surveys. For data collection and analysis, qualitative research interview method was employed to explore interviews with a total of seven relevant stakeholders consisting of one school principal, one educational administer, one school administer, two teachers, and two parents.The findings of this research were as follows:1. The status of principal selection system in junior high school includes: (1)Core value of principal selection system unfits in with the practice; (2)Principal’s seniority is the foremost criterion; (3)The parents group and teachers association interfere with the operation of principal selection system; (4)Principal selection committee influences the operation mechanism.2. The influence factors to principal selection system include the opinion of interest groups, the attitudes of educational authorities, and the principals’ communicative strategies.3. Most interest groups select and adopt protective strategies, influencing strategies and interactive strategies to achieve ideal aims.Based upon the findings, some suggestions are addressed for educational administrators, principals, and future researchers.1. Educational administrators should signify participants’ power and obligation, and should emphasize the essentiality and legitimacy of micro-political strategy.2. Principals should comprehend the importance and intension of micro-political strategy in principal selection system. And principals must understand the opinion of interest groups and familiarize the skill of negotiation and power operation.3. The samples should be expanded, and qualitative studies should be adopted to make more in-depth data. And researchers can broaden the research content to public administration or politics.
