    摘要註: 台灣高齡人口比率已在1993年9月超過7%成為高齡化社會,根據經建會推估預計2017年達14%,2025年將達20%,屆時五個人口中就有一個是老人。目前台灣每8.3個工作人口撫養一位老人,預計到140年每3個工作人口撫養一位老人,台灣人口老化轉型速率為最快速的國家之一,為了因應高齡化社會的老人社區照顧需求,行政院2005 年4 月14 日核定「台灣健康社區六星計畫推動方案」,內政部隨即訂定「建立社區照顧關懷據點實施計畫」,鼓勵非營利組織設置社區照顧關懷據點,由社區中提供老人的社區照護,社區據點扮演著支持老人於社區健康生活的角色。因此本研究主要是在探討一個合理性社區照顧關懷據點應有之架構,提供給老人老後生活舒適的社區生活的照顧服務空間。本研究目的包括:一、了解老人對據點的使用空間、設備及福利服務供給的需求。二、了解據點的使用空間、設備及福利服務供給與需求的差異性。三、提出一個合理性社區照顧關懷據點應有之架構,提供政府作為後續設置據點及現有據 點改善之參考。 本研究採質性研究法,透過文獻分析、參與觀察及深入訪談等收集資料,提出初步合理性社區照顧關懷據點應有之基本架構,以文賢及頂厝二個社區照顧關懷據點個案研究實證分析。 研究結論為合理性社區照顧關懷據點之架構應從四個構面評量:一、硬體的使用空間及設備。二、經營管理模式。三、福利輸送的適切性。四、社區自主自治的能力。 最後,本研究提出的建議:一、對政府建議:1.據點的法制化。2.應以閒置空間讓績優且無使用空間的據點優先設置 。3.經費的補助應以開辦的天數計算。4.推動一區一關懷巡迴公車接送。5.每一個村 里都有一個據點。二、對據點建議:後續在尋找新的使用空間時應考量該里老人的人口數。三、對後續研究者建議:對於中央至地方政府機構如何研擬可行有效法制規範及實施計畫 ,如能在此領域再進一步探究,提供建議,必能更提升老人照顧之服務效能。 In Taiwan the percentage of elderly population in September 1993 exceeded 7%, making it become an aging society. According to estimation of the Council for Economic Planning and Development, the percentage of elderly population will be 14% in 2017, and reach 20% in 2025. In other words, in 2025 there will be an elderly person in every 5 persons. Currently, an elderly person is raised by 8.3 persons of working population in Taiwan. But it is estimated that in 2051 an elderly person will be raised by 3 persons of working population only. Taiwan is one of the countries in the world having fastest speed of population aging and transformation. In order to meet the elderly people’s need of community care in the aging society, Executive Yuan approved the “Promotion Plan of Taiwan Healthy Community 6-Star Scheme” on Apr. 14, 2005. Subsequently, the Ministry of the Interior approved the “Implementation Plan for Establishment of Community Care and Concern Center,” encouraging non-profit organizations to establish Community Care and Concern Centers. When community care is to be provided to elderly people in communities, community center plays a role that supports elderly people to spend a healthy life in communities. Therefore, the major part of this study is to explore the basic framework required at a reasonable Community Care and Concern Center so as to provide elderly people with pleasant care service and room in their community lives. The purposes of the study are:1. To know the elderly people’s demand of usable space, equipment and available welfare service at the Center.2. To know the difference in supply and demand of usable space, equipment and available welfare service at the Center.3. To propose a framework that a reasonable Community Care and Concern Center should possess, and provide it to the government as a reference to subsequently establish new Centers and make improvement of the existing Centers.The study is carried out by adopting qualitative research method. Through literature analysis, participant observation and interviews, the study proposes a basic framework required for a preliminarily reasonable Community Care and Concern Center, and conducts empirical research and analysis by focusing on the two cases of Wenxian and Dingcuo Community Care and Concern Centers.The study finally makes a conclusion that the framework of a reasonable Community Careand Concern Center could be assessed from four dimensions: 1. Usable space of hardware and equipment; 2. Operation management model; 3. Suitability of welfare transmission; and 4. Community autonomous and self-governing abilities.Finally, the study gives the following suggestions:1. Suggestions to the government: (1) Legalization of Centers; (2) Unused land should be prioritized for establishment of Centers with good performance but without sufficient space; (3) Funding subsidies should be calculated on the basis of the number of servicing days; (4) There should be a shuttle bus of concern prepared in every district to offer round-trip rides; and (5) There should be a Center established in each village.2. Suggestions to the Centers: When looking for new space for establishment of a Center in the later days, please consider the elderly population of the village.3. Suggestions to researchers of follow-up studies: Regarding how the Central Government and local government institutions develop and draft feasible and effective legislative requirements and implementation projects, if researchers can make further studies and give suggestions in this area, the effectiveness of care and concern for the elderly people would be enhanced.
