    摘要註: 近年來全球暖化所引起的溫室效應正在惡化,不僅嚴重影響到經濟體制,並威脅到人類的生存與發展,因此減緩全球暖化的衝擊是當今世界所面臨環境挑戰的主要關鍵之一。由於許多旅遊目的地受到全球暖化的威脅甚鉅,建立低碳發展的實施策略遂成為觀光產業重要的議題。本研究主要的目的是利用層級分析法(AHP),以系統的方式匯集專家意見,將低碳旅遊發展時複雜的規劃因素由上而下予以組織及分析,建構出一套層級結構,並且分析各層級評估指標間的相對權重值。本研究所建構的AHP架構共包含4個觀光產業的標的層及各產業3~4個(共計13項)因子的準則層。研究結果顯示,觀光產業實施低碳旅遊的重要性依序為「交通運輸業」、「旅館住宿業」、「餐飲服務業」、及「旅遊仲介業」;而各準則層最重要評估指標分別為、「規劃旅遊景點間交通/接駁服務」、「鼓勵遊客自行攜帶個人盥洗用具」、「使用當地、當季食材」及「安排環境解說服務」。另外,本研究以目前規劃「低碳島計畫」的澎湖縣作為個案分析,針對當地觀光業者以深入訪談的方式了解澎湖縣低碳旅遊的推動現況,並就實踐低碳旅遊所面臨的困境與挑戰進行剖析,俾便作為低碳旅遊發展在規劃、管理與學術研究之參考。 The greenhouse effect caused by global warming is worsening in recent years. It not only causes serious impacts on economic system, but also a threat to human survival and development. Reducing the impact of global warming is one of the major critical environmental challenges facing the world today. Because many tourist destinations are tremendously threatened by global warming,implementing low carbon strategies has become a focal and essential issue for tourism industry.The purpose of this study is to use AHP to develop a hierarchical structure for strategy decisions of low-carbon tourism, by compiling expert opinions in a systematic way, and organizing and analyzing complex decisions in a top-down manner. Relative weight is then assessed for each element of the hierarchy. A hierarchical structure of 4 tourism industries in the goal level and 3~4 elements (a total of 13) for each underlying industry in the criteria level is developed in this study.The results show that the order of importance in implementation of low carbon strategies is "transportation", "accommodation", "food and beverage", and "travel agency" in the goal level, and the most important element in the criteria level is "planning transport / shuttle service between tourist attractions ", "encouraging visitors to bring their own personal toiletries", "using local and seasonal food and ingredients" and "arranging for environmental interpretive services" respectively. In addition, through in-depth interviews of local owners, this study uses Penghu, who is currently implementing the "Low Carbon Island Project", as a case study, to examine its current practices, and investigate difficulties and challenges faced by the tourism industry in low carbon development. Results from this study provide planning, management, and research implications in the development of low-carbon tourism.
