摘要註:	截至 2012年為止，臺灣地區已成立 74處休閒農業區，其中宜蘭縣是目前休閒農業區密集度最高之縣市，具有十四處。宜蘭縣於 2000年設立第一處休閒農業區，至今已進入第十三個年度，然而十三年的發展過程中會面臨什麼樣的問題，而當中可能為當地帶來的改變與影響，以及休閒農業區的成立是否對鄉鎮、縣市帶來發展，這些都是本研究探討之主軸。透過質性的研究方式，瞭解宜蘭縣的十三處休閒農業區發展過程中面對內部的困境與面對外在的困惑、政策的矛盾之處，然而透過不斷的學習、協調，休閒農業區的經營已可看出明顯的轉變和逐步的成長現象，但地方發展不僅是正向的亦包含了負面角度，目前宜蘭縣部分休閒農業區也已意識到浮現的負面的現象。透過觀察、分析了宜蘭縣休閒農業區的發展過程外，內部資源和運作層面應同時包含了社區發展及合作經濟，運用此兩因素加以分析探討其發展過程是更為貼近實際的運作發展。 Until 2012, there are 74 recreational agricultural areas formed in Taiwan, among them, Ilan County is the county with highest density of recreational agricultural areas, which come to a total of 14. In 2000, the first recreational agricultural area in Ilan County was formed, and today, 13 years had passed, however, what kinds of problems have to be faced during 13 years of development? What kinds of changes and influences have been brought? Did the setup of recreational agricultural area bring real development to the township, city or county? All the above questions are the main subjects to be discussed in this research. Through qualitative study, the focus is put on the internal difficulty and external puzzle faced during the development process of 13 recreational agricultural areas of Ilan County, and the contradictory parts seen in the policy. However, through continuous learning and coordination, significant change and gradual growth can be seen in the operation of recreational agricultural area, however, not only positive view but also negative view should be taken in viewing the local development, currently, some of the recreational agricultural areas in Ilan County have noticed the negative phenomenon appears. In this research, through observation, the development process of the leisure agricultural area of Ilan County is analyzed. Internal resource and operation layer should include at the same time community development and cooperation economy, and the use of these two factors to analyze and investigate its process will be closer to the real operation and development.
