    摘要註: 民國98年8月8日,莫拉克颱風挾帶之大量豪雨,進而引發土石流,甚至將高雄甲仙的小林村掩埋,使高雄市民對於土石流災害的防範意識也越來越高。而隨科技日益發達,能夠使用無線網路的裝置也越來越多,其中以體積小的手持式行動裝置最為便利,若能把土石流災害管理系統結合行動裝置運作,對於土石流災害管理將可以做最有效的運用。本研究以民眾對於土石流防災相關需求為考量,利用iOS系統設計一套用於土石流防災管理的App,透過氣象局提供的10分鐘更新雨量資訊,以及水土保持局之土石流警戒相關資訊,搭配ArcGIS Runtime SDK for iOS進行程式碼編寫。一般民眾將可使用本App進行土石流、避難處所、以及雨量站、警戒資訊查詢與地圖檢視,並隨時掌握附近之雨量以及土石流警戒狀況,於雨量值超過土石流潛勢溪流警戒基準值時更能透過此App的建議避難處所前往避難。 Typhoon Morakot of December 31, 2009 brought a great amount of rainfall in southern Taiwan, which triggered numerous slopeland disasters in Kaohsiung City. The Xiaolin Village was hit by a catastrophic landslide and debris flow and the entire village was nearly razed to the ground, over 47 residents are believed to have been buried alive. The tragedy caused the public more and more attention on prevention works for debris flow hazards. And with increasing advancement of mobile technology, more and more devices are able to be equipped with wireless network. The small handheld mobile device is the most convenient and if it is able to be functioned with the integration with debris flow disaster management system, the disaster prevention work will be more efficient. With the consideration of disaster prevention requirements to the public, this study develops a mobile application software through iOS system. With the combination of 10-min updating-frequency rainfall data from Central Weather Bureau (CWB) and the debris flow warning data from Soil and Water Conservation Bureau (SWCB), the system utilizes Arc GIS Runtime SDK for code writing. The general public can receive instant information including mapping of potential debris flow torrents, loca-tions of nearby evacuation shelters, climate conditions and debris flow alerts through this application system. Moreover, this application’s positioning and navigation function can provide the users’ paths to closest refuge in emergency.
