隨著台灣邁入高所得國家之林，高品質生活已是台灣消費者共同的追求，消費意識隨著社會的繁榮與發展日益高漲，消費者權益也因消費者保護法令的相繼立法而逐步落實。在這個消費意識抬頭的時代，以往強調產品優良與制式化的服務方式再也無法打動消費者，現今的消費者要的是快速、便利、衛生、安全，以及精緻化、人性化等無形的高品質服務，這種對於品質的要求，也慢慢影響到喪葬的領域，使國人對於喪葬的品質也有更高的要求。高雄市殯葬管理處負擔了高雄市縣合併後龐大的殯葬業務，其設施的現代化與完整性，和大高雄市民現在及未來的死亡課題，息息相關。然而縣市改制業務銜接與體制磨合上，導致殯葬服務與民眾產生切身相關的問題，公部門面臨這些殯葬管理問題，應改變治理的方式及組織再造，逐漸發展跨區域的合作模式，這種種的改變，都是為了因應越趨複雜的殯葬事務。後殯葬時代可預期殯葬設施經營與殯葬服務將成為公私部門競爭的經濟區塊，公立殯葬機構雖然仍依政府殯葬政策，執行以為往生民眾及治喪家屬辦理喪葬事宜的服務；惟從現代經濟角度看後殯葬時代的公立殯葬機構營運，如未能因應市場變革，從建立管理制度、規劃服務策略、活化組織功能、掌握領導風格、管控服務成本、提升服務績效、提高經營效益、追求E化發展等方面大加改革，則後殯葬時代公立殯葬機構將難以有效營運。 As Taiwan is going into the high-income countries, high-quality life becomes the common pursuit of Taiwanese consumers.
