摘要註:	本研究以小港區公所為研究範圍，藉由其擁有大量回饋經費及龐大採購業務的特性，從實務及法規面分別探討現行區里制度的運作問題。透過對區公所(區長)及里長的訪談，發現里長除有是否為公務員之定位衝突外，特別於採購相關函令中，亦將里長排除於區里協力夥伴關係，此與地方制度法明文規定（里長辦理里公務及交辦事項）未符，將不利於區里共同治理之協力夥伴關係發展。研究建議，目前區里制度之運行，對於里長而言有無課責性、法規過於繁瑣及里政資訊公開不足等問題，而其解決辦法則主張強化里民大會之自治功能，方能實現治理中所強調的基本精神-權力制衡。 In this study, the research scope of Kaohsiung District Office, which has characteristics of a lot of feedback funding and huge procurement operations were discussed with the problems of the existing operational district and village in institutional practices and regulations from the surface. Through interview to the district office (district executive) and chief of village, found that in addition to a chief of village conflict of whether to the civil, especially in procurement related regulations, and will also be excluded from the third chief of village partnership between the district, the local system Act expressly provides (chief of village shall handle village affairs and carry out commissioned tasks.) did not meet, will not be conducive to the development of partnerships of district and village shared governance.Research suggests that the current system of running the district and village, for the presence, to chief of village absence of accountability, government regulations are too cumbersome and inadequate information disclosure and other issues, and its solution is advocated to strengthen the function of Neighborhood Residents Assembly, in order to achieve governance emphasized in the basic spirit - the balance of power.
