    摘要註: 從高雄市都市發展歷程中,市地重劃實現了都市土地使用計畫、交通運輸計畫及無償取得土地所有權人共同負擔的公共設施用地,不但對於都市有實質建設貢獻,對於參加重劃的宗地利用價值,亦隨之創造了倍數的成長效果。高雄市自民國47年首辦市地重劃迄今辦理完成之市地重劃總面積2,880.07公頃,釋出可建築用地面積約達1,808.53公頃,約佔高雄市土地開發總面積76.13%,足見市地重劃為高雄市主要土地開發手段,對高雄市都市發展有舉足輕重之影響。透過相關文獻與高雄市實施市地重劃之現況,以及觀察重劃後之都市發展率,並以『人口數成長率』及『建築基地面積開發率』作為計算都市發展率。從都市發展率觀察,市地重劃事業的通病是:「辦理時間點與都市發展配合有落差」、「重劃後所增加之可建築用地面積過剩或不足,無法達到有效引導都市發展或其政策目標」,實施市地重劃之時機與目的,應注意與都市發展政策密切配合,以最經濟手段達成實施重劃之目的,避免投資過度或不足,造成浪費。而重劃辦理完竣但發展率卻不見起色之重劃區,應策訂發展策略,促使地盡其利並有效引導人口及產業活動合理分布,配合達成各上位計畫之政策目標。 From the development process of the Kaohsiung city, urban land readjustment realized the using plan of urban land, transportation plan, and acquisition without consideration land landowners public facilities of burden sharing. Not only for the substantial construction of urban but also for the using value of participating in the redistricting cases , and also to create the effect of multiple growth. Since 1958 in Kaohsiung city had held its first land readjustment, until now completed total redistricting area of urban land is 2,880.07 hectares. Release buildable land area approximately 1,808.53 hectares, accounting for the development land of Kaohsiung approximately 76.13%. It shows that land readjustment becomes the major approach and there is a pivotal impact on the urban development of Kaohsiung. In addition Kaohsiung city has implemented the land readjustment for a long time and has good result. By historic data and the current situation of land readjustment, and the development rate of readjustment. By "population growth rate" and "the development rate of building base area " for calculating the rate of urban development. After the status of implementation of the relevant literature and land readjustment of Kaohsiung and urban development rate observed after redistricting. To observe from the urban development rate, the common problem of the readjust is:" there is a gap between the timing and the development ". The increase of buildable land after redistricting area is too much or too less, can’t effectively achieve the urban development and the policy goal. The purpose and time of implementing readjustment could pay attention to coordinate closely with the policy of urban development. And using the economical approach to reach the goal of readjustment to avoid spending too much or too less. The readjustment area have been finished but the result was not good enough, we should have to plan the development strategy and use the population and industry activity effectively to achieve the goal.
