二十一世紀議程( Agenda 21 )指出:「教育是促進永續發展及提昇人們解決環境與發展問題之重要關鍵。」面對全球永續及低碳校園發展趨勢,本研究以研究者工作場所國立高雄海洋科技大學為研究對象,初探如何由目前科技技術與管理方式建構學校永續策略、建立綠色環保觀念來達到節能減碳效益。首先以「文獻回顧分析」蒐集永續發展、永續校園、綠色大學等相關文獻,初擬原始評估因子及層級架構。接著經由「模糊德爾菲法」專家問卷相關領域專家意見篩選評估因子,確立評估因子及層級架構。最後透過「層級分析法」專家問卷整合各領域專家意見,求得相關評估因子及層級指標之優先排序及權重值成果。本研究之成果可歸納為以下之結論:1. 全體專家對評估指標群之相對權重值序位為:『健康的學習環境』0.286、『能源流管理』0.16、『管理維護機制』0.155、『宣導環境教育』0.116、『資源流管理』0.107、『校區環境永續對應』0.101及『生態循環』0.075。可知全體專家認為評估國立高雄海洋科技大學永續校園評估指標時係以『健康的學習環境』、『能源流管理』及『管理維護機制』為前三序位之優先決策(priority),而對於『校區環境永續對應』『生態循環』評估指標群之重視程度則相對偏低,顯示專家對於學校現成環境能予改變期待不高及對生態體系中之生產者分解者重視不足,故該二項未獲得普遍的重視。2. 經外部專家及內部專家群體分析評估指標群得知:外部專家及內部專家最重視的第一序位指標一致,為『健康的學習環境』、第二、第三序位各為『能源流管理』、『管理維護機制』則是互有偏好,第四、第五、第六序位各為『資源流管理』、校區環境永續對應』、『宣導環境教育』則互有不同的重視順序,最不受重視的為『生態循環』在外部專家內部專家看法一致。3. 對於國立高雄海洋科技大學永續校園環境建構,良好的節能設施規劃及健康的學習環境固然為重要且不可或缺,但透過本研究及各專家寶貴意見發現,唯有以「師生」為本,建立符合永續的綠色政策、建全維護管理、良好教育學習及正確的生活態度,從學校師生做起,建立正確之綠色環保、節能省碳觀念,進而擴展至各家庭及各社區,漸而影響至社會及國家,方為最佳及優先途徑。 The Agenda 21 pointed out: “Education is critical for promoting sustainable development and improving the capacity of the people to address environment anddevelopment issues.” Following the global Sustainable Development and low carbon campus development trend. Research on how the current IT technology and management methods to construct a sustainable schools policy, the establishment of green concepts to achieve energy saving and carbon reduction benefits.education .First, a "literature review analysis" related literature of sustainable development, sustainable campus, Green University, Tentative original evaluation factors and hierarchical structure.This is followed by a report on the use in this study of the Fuzzy Delphi Method expert questionnaire to survey the views of industry works, government officials and academics experts,sieving assessment factors to establish the level system. The paper concludes with a report on the use in this study of the Analytical Hierarchy Process expert questionnaire to survey the views of government officials and academic experts to calculate the relative priority of the weight value results of the related level indicators and assessment factors.The results of this research can come to the conclusions as followed:1. According to the whole experts’ opinions, the weight values are 0.286 for"healthy learning environment ", 0.16 for " energy flow management ", 0.155 for "management and maintenance mechanisms ", 0.116 for " promotion of environmental education ", 0.107 for "resource flow management " ,0.101 for "sustainable site "and 0.075 for " ecological cycle ".It shows the issues of "healthy learning environment " , "energy flow management "and "management and maintenance mechanisms " are the top three priorities for sustainable campus’s in National Kaohsiung Marine University. The issue of " sustainable site "and "ecological cycle "obtains lower value, It show experts ready for the school environment can expect to change is not high and the ecological system of the producers decomposers insufficient attention, so the two did not get widespread attention.2. By external experts and internal expert group analysis evaluation index group that:Consistent first-order indicators of external experts and internal experts the most important, is "healthy learning environment", Second and third-order bit of each as "energy flow management", "management and maintenance mechanism" is the mutual preference, Fourth, fifth, sixth-order bits each, a "resource flow management," ," promotion of environmental education, "the mutual importance of different order, Most neglected as "ecological."3.To construct sustainable campus environment for National Kaohsiung Marine University , good energy facility planning, and healthy learning environment definitely important and indispensable.But through this study and its expert comments found only a "teacher-student" oriented, establishing sustainable green policy, building maintenance and management of the whole, a good education and the right attitude towards life learning, teachers and students from the start, establish the right of the green, energy-saving and carbon concept, and then extended to each family and each community, the impact to the community and getting the country, party is the best and preferred way. |
