本研究以源於英國之PFI模式為研究主體,強調公私夥伴關係,由民間主導公共建設之資金籌措及調度,以減輕政府財政負擔,提升公共建設效率與服務品質,進而提昇政府經營效能並帶動區域發展。 研究設計係以財務評估指標自償率,逆向推估左營仁武輕軌線之財務變化,研析導入PFI模式至左營仁武輕軌線之策略分析,提出我國PFI模式建設大眾運輸系統之可行性。研究發現,我國民間參與軌道類大眾運輸系統之建設特性如下。財務規劃方面,計畫之折舊方式、融資利率及票價制定,係大眾捷運系統之營運管理成敗主因;政府方面,釋出適切之誘因機會,例如,票價補貼、融資優惠及相關修法配套,加強公私之合作可行;策略方面,結合周邊土地開發應用,挹注本業資金,以及創造各節點使用量,以他種交通工具接駁之策略,係民間參與投資規劃及財務計畫的重點。 總結研究結論,我國現今民間參與之公共投資政經環境並不成熟,PFI計畫仍需政府應辦事項。應用PFI模式在大眾運輸系統建設有其困難度。但為有別政府採購以及現行民間參與(促參法)模式,推行大眾運輸系統建設之公共投資,在資金和公共服務提供方面的問題,PFI模式還是指出新的出路。 In this study, the PFI, originated form UK, as research subjects, emphasis on public-private partnerships, the public infrastructure was responsible by Private for financing and scheduling. In order to reduce the financial burden, improve efficiency and service quality of public infrastructure. Furthermore, enhance the effectiveness of government operations and promote regional development. The research design is based on the financial evaluation index SLR, reverse to estimate the financial changes of Zuoying-Renwu LRT. Introduce the use of the PFI mode as a strategically analysis in Zuoying-Renwu LRT, and proposed feasibility for construction of mass transit systems by PFI in Taiwan. The research found that Private participation in the construction of rail mass transit system the characteristics as below. In Financial Planning facet: the component of success in the operational management of the public transport system is the project's method of depreciation, financing rates and fares. In Government facet: the release of appropriate incentives and opportunities, for example, fare subsidies, financing incentives and supporting amending the law to increase the viability of public-private partnerships. In Strategy facet: integrate land development, to inject capital in LRT, improving each station traffic flows, and other modes of transport connections, that was private investment and financial planning focuses. Summarized the study concluded that the current political and economic environment for private investment is not mature in Taiwan, PFI still require the governmental matters of duty in franchise project. By applying PFI mode in franchise of mass transit system were handicapped in Taiwan. However, the current mode of government and private investment(Act for Promotion of Private Participation in Infrastructure Projects)to enforce mass transit system infrastructure, the PFI still pointed out a new way to raise funds and public service delivery issues.
