摘要註:	近年來全球環境變遷與極端氣候導致世界各國災害數量增多，台灣天然災害亦有多樣化、大規模化與經常化的趨勢。天然災害的衝擊性，每每造成受災地區之生命財產的損失情況更趨嚴重，因此相關的防災整備與備災及避災之議題，更值得我們深入去討論。故為因應莫拉克風災及日本313大地震後，所啟發的防災意識及社區自主防備災之需求，特於研究地區—屏東縣萬巒鄉五溝社區，且因近年颱風及大雨所致多次災害，其潛藏性之自然災害威脅堪慮。為能確保每年汛期來時此地區安全，在社區肇生災情之際，交通中斷無法獲得救助，社區如何以一支在地自主力量組織，發揮沉著穩定、積極主動、有效指揮、處置應變、通信、聯絡、安定村民之功效，期能「護衛親人、守護家園」。而歷史殷鑑，為因應自然環境瞬息改變，特以研究地區之災害歷史借鏡，立案假設五溝社區如再面對重大災害發生時，能否有效發揮「社區自主力量—自助、互助」。故實證研究社區居民於近年來實際參與社區防災宣導、教育訓練及水災疏散演練情形與成效，提出實務性之策略規劃建議，並進而提供五溝社區「社區自主防備災」持續推動之依據。 Global environmental change and extreme weather in recent years led to increasing number of disasters all over the world, Taiwan natural disasters have also diversified. large and regular trend, the impact of natural disasters, 0ften resulting in loss of life and property in the affected areas had deteriorated, and thus the question readiness and preparedness for disaster prevention and disaster prevention, is more worthy of our in-depth discussion. In response to Morakot typhoon disaster and Japan 313 after the massive earthquake, inspired by the awareness of disaster prevention and community autonomy disaster preparedness needs, in the study area of Pingtung Wanluan township in Wugou village, and multiple disasters caused by typhoons and heavy rains in recent years, its hidden nature of natural disaster threats dotcoms. in order to ensure the safety of this area when the flood season each year to, When an disaster occurs in the community, traffic disruption could not get rescue, community how to an autonomous force organization,take a calm and stable, proactive, effective command,handle the strain,communication, contact, the effect of settled village, looking forward to guarding family, guardian home. And the lessons of history, Environment rapidly changes, special research area disaster history lessons, assuming when wugou community faced major disasters happen again, Can effectively play communities autonomous powers,help yourself and us. Empirical research on community residents in recent years participation in community advocacy, education and training for disaster prevention and flood evacuation drill and effectiveness. Proposed strategies for practical planning recommendations. And goes on to offer a Wugou community "community autonomy disaster preparedness" continuous basis.
