摘要註:	高雄港受到其他國際商港發展，以及傳統產業及製造業外移的影響，使得貨運功能逐漸被取代，加上許多港口城市開始朝向多元化發展更具經濟效益的港灣發展，尤其以發展觀光遊憩產業最為興盛。因此高雄港在未來港埠發展策略上不僅強化核心貨運業務外，也應積極思考以多元化的經營管理，發展港區觀光遊憩產業，並且善加利用累積超過百年歷史的港埠文化資源，以行銷港埠文化觀光，以有別於其他港市觀光內容，發展高雄港市獨特百年歷史的「港埠物語」之觀光內容。本研究目的以高雄港舊港區與哈瑪星為例，透過探究高雄港發展歷程對於週邊地區發展的影響關係，並了解舊港區及其週邊地區發展歷程所保存的文化資產資源及環境條件，再加上藉以研析國外港區再開發的成功案例經驗，以及各個不同層面的專家的深入訪談意見，提出舊港區轉型發展策略及建議做法。本研究發現文化觀光不僅是世界觀光型態發展最為蓬勃的項目，而高雄港舊港區與哈瑪星地區、甚至高雄的現代化的發展，都有著密不可分的關係，在研究範圍內存在著多元且豐富的文化觀光資源，然而也存在著許多行政或政策條件上必須克服或突破的困難。最後，綜整案例經驗及訪談意見，輔以研究範圍內環境條件，以SWOT分析確認內部條件及外部環境的問題面向，擬訂相關轉型發展策略並提出其建議推動方案。經過以上的研究與探討，本研究提出以下結論：一、文化觀光為具有高度發展性的觀光型態。二、高雄港舊港區具備優良的文化觀光發展的先天利基。三、文化觀光作為高雄港舊港區轉型策略具有可行性。四、舊港區的文化觀光不只保值更是增值的產業。 The freight transportation function of Kaohsiung Port has been gradually superseded under the influences of the development of other international commercial ports and the offshore production of traditional industries and manufacturing industry. In addition, numerous port cities began to go ahead with diversified development especially developing into recreational harbors with prospective economic advantage might be most thriving. Therefore, Kaohsiung Port’s strategies for future port development might not only strengthen freight transportation business but evolve a diversified management style that develops the tourism and recreation industry of port and takes full advantage of over-a-century-old cultural resources of port to promote cultural tourism of port. Such tourism contents as distinct from those of other port cities might liven the unique and over-a-century-old “Port Story” of Kaohsiung City up.The purpose of this study is to use Old Harbor Area and Hamaxing of Kaohsiung Port as examples, explore the impacts of development processes of Kaohsiung Port on development of surrounding areas, understand preserved cultural heritage resources and environmental conditions originating from the development processes of Old Harbor Area and surrounding areas, and analyze success stories on overseas harbor area redevelopment and expert opinions from in-depth interviews to propose Old Harbor Area’s strategy and practice for transformational development. This study shows that cultural tourism is a considerably rising type of world tourism, and furthermore Old Harbor Area and Hamaxing of Kaohsiung Port and modern development of Kaohsiung City are inextricably linked.Finally, this study integrates the experience from stories and opinions from interviews with environmental conditions within the scope of research, uses SWOT analysis to confirm internal condition issues and external environment ones, drafts the related strategies for transformational development, and proposes implementation plans. This study draws the following conclusions through the above-mentioned research:1.Cultural tourism is a sophisticated type of tourism.2.Old Harbor Area of Kaohsiung Port has an inborn niche of developing excellent cultural tourism.3.Cultural tourism as Kaohsiung Port’s strategy for transformationally developing Old Harbor Area is feasible.4.Cultural tourism of Old Harbor Area is a not merely value-preserving even value-added industry.
