    摘要註: 為因應我國邁入高齡化社會,衍生老人照顧需求,內政部在2005年推動「建立社區照顧關懷據點」之措施,以「社區」作為整合照顧資源之單位,提供老人初級預防照顧服務輸送,建構普及化社區照顧資源網絡為目標。 要達成普及化之目標,必須擴增社區據點數量及維持據點的持續運作,才得以實現。社區照顧資源網之建置與持續運作,在社區資源如何有效整合是一個重要的課題。為瞭解我國在社區照顧政策的實施成效,本研究以文獻分析及深度訪談方式進行研究。從研究結果發現,社區照顧資源網之建置,是「有效媒合需要與服務提供」的過程,從據點實施運作情況,瞭解當前的問題以及社區需求與問題之聯結仍有待克服,如評估設置據點是否周延、中央與地方權限劃分對社福政策的影響、地方政府與社區是否能有效聯結及所面臨之困境,提出相關之建議方向,以供後續研究之參考。 In order to respond to the need for aging society-derived geriatric care in our country, Ministry of the Interior has promoted an action to establish “Community Care Locations” in 2005. The objectives of the action were to provide the delivery of primary preventive care services to the elderly, and to build the popularity of community care resource network by using “communities” as the indicated unit of integrated care resource.In order to implement the goal of popularity, the amount of community locations should be increased and the operation of the locations should be continued. In addition, how to effectively integrate community resource for the establishment and continuous operation of the community care resource network are important issues. To understand the implementation results of the community care policy in our country, this study conducted literature analyses and in-depth interviews as research methods. The results indicated that the establishment of community care resource network is a process of “combining demands and service supplies effectively”. A major hurdle for us to overcome is to meet the implementation results of the service locations to current issues and the demands and problems of the communities. Hopefully, we will be able to propose policy directions accordingly for further studies based on the following assessments, for example, the popularity of the service locations, the impacts of authority division between central and local government on welfare policies, and the difficulties of uniting the joint force of local government and communities.
