一個城市的發展,包括了人口的增加、產業的集中及升級以及資源的集中化,但這些轉變,勢必會造成環境的變化,這些變化有可能是城市發展初期對環境的破壞,也有可能是城市發展後期對環境品質的維護,而為了使環境不受到破壞,永續發展的理念越來越被重視,許多城市也建立了相關的指標系統,以達到既能發展城市又不破壞環境的理念,但這樣只能了解城市發展的過程中有無造成環境的破壞,並無法了解城市發展與環境品質之間的發展均衡性,故本研究設定城市發展與環境品質兩項目標,並建立其指標系統,利用資訊熵權重法及耦合協調度分析方法,來分析臺灣19個縣市城市發展與環境品質之間的協調性,並探討影響城市發展與環境品質的主要因素;研究結果顯示,目前臺灣19個縣市大致上達到良好的均衡發展,臺北市、基隆市及彰化縣稍微偏向環境品質發展,桃園市、臺中市、高雄市、苗栗縣、花蓮縣及臺東縣則稍微偏向城市發展。 A urban development, including the centralization of the population, industries, and resources. In order not to damage the environment and a growing emphasis on the concept of sustainable development, the creation of indicator system can achieve the development of the city and without environmental damage. However, it's only know that the damage of environment or not, and could not understand the coordination between the urban development and environmental quality. The aim of this study was to establish indicator system of the urban development and environmental quality and analyze the coordination between the urban development and environmental quality of 19 cities in Taiwan with information entropy weight and coupling coordination degree. The study results showed that 19 cities in Taiwan generally achieve good balanced development. Taipei City, Keelung City and Changhua County prefer to environmental quality development; Taoyuan City, Taichung, Kaohsiung, Miaoli County, Hualien County and Taitung County prefer to urban development. |
