    摘要註: 由於公部門所推動的跨機關跨領域服務,戶政業務的膨脹與調整將是不可避免的趨勢,但有鑑於中央及地方政府皆面臨財政困難,行政機關之效率也常被民眾質疑,公部門欲向民眾展示改革的決心與努力,則必須以現有的狀況進行組織再造來印證行政效率,並可因此進一步實現行政革新的目標。機關整併在不同的縣市所轄鄉鎮市區無法用同一套標準來做比較,從生態環境到所採取之策略與方法對照下,機關整併仍需就不同面向通盤考量,若單純的認為組織再造就等同於機關整併,只會造成整併後出現更多混亂的現象,而無法落實組織再造所欲達成提升效率與行政革新的目標。本文主要是論述以行政革新為目標,透過組織再造中的具體方法即「機關整併」,採用比較分析法、文獻研究方法和訪談法,以高雄市與屏東縣戶政事務所整併之財政、效率、人力等三大面向為題,向機關之內外部顧客進行訪談後整理分析,來觀察以高雄市各戶政事務所目前正在進行整併之組織改造及行政革新研究,並透過與已全部戶政事務所整併完成之屏東縣比較,整理結論並提出相關作法與建議,期望能以更多元更客觀之角度,來剖析各種面向,了解更多不同的意見與想法,經由此探討與整合來提出具體可行之政策建議,更期望組織整併之成效能達到改善財政、提升行政效率、行政革新、法規改革、組織再造、簡政便民、跨域或跨機關合作、彈性及調整並活化人力運用,以回應社會大眾期待,創造政府、機關成員及民眾三贏之目標。 Due to the cross- agency service promoted by the public agency, expansion and adjustment of the household registration service will be inevitable. However, with a view to the financial difficulties faced by the central and the local government as well as questioning about governmental efficiency posed by the public, public sector must exert organization re-engineering based on its existed situation to improve its administrative efficiency and further accomplish the goal of administrative reform to demonstrate the people how strong the public sector's resolution to reform is and the efforts it has made. Institution mergers cannot be compared under the same set of standard among districts and townships since they respectively belong to a city's and a county's jurisdiction. From the ecological environment they lie in, to the strategies and methods they adopt, the authorities have various concerns over institution mergers and hence the mergers have to be contemplated based on various aspects. Furthermore, if we put it too simple and reckon that institution merger is equivalent to organization reengineering, more chaos will be caused and emerge after institution merger and thus the goal of efficiency promotion and administrative reform set by organization reengineering cannot be carried out. This thesis aims to explore the ongoing administrative reform and organization reengineering of the household registration office in Kaohsiung City and make comparison with the completed one in Pingtung County. Therefore, in the thesis, we have applied comparison analysis, reference study and interviews on internal and external customers to research the innovation and transformation of the household registration service under the aspects of finance, administrative efficiency and usage of human resources. According to the observation and interviews, multiple ideas, opinions and thoughts are inspired and we reach the conclusions from the research process. We would like to offer constructive and practical suggestions and recommendation on the new policy. We hope that institution merge can bring about finance improvement, promotion of administrative efficiency, administrative reform, regulation reform, organization reengineering, public convenience, cross-agency or cross-territory cooperation, flexibility and activation of human resources in response to the public expectations and reach to goal of creating a win-win situation among government, institution staff and the public.
